Budget is the basis and beginning of the national finance. Effective budget system play an important role in the balance of national finance, establishing effective administrative system, reducing corruption, waste and the burden of people. In modern times, every country put the budget as a top priority. And the core of the budget system is the budget process, which consists of four stages:Preparation stage, the review stage, implementation stage and supervision stage.Through the observation of a national budget process, we can understand the country’s political power configuration mode, the state system and the nature of the government. During the period of the republic of China, budget has experienced from the establishment to gradually perfect process. According the study of budget process of the republic of China, we can find that, from the early bud to complete, the budget system of the republic of China, solved problems of the prepare and implement right belong to the ministry of finance, the formality budget review, the improper of fiscal year. All of those have a reference value to the perfection of the modern budget system. In this article, through the literature research method and the fiscal sociology research methods, attempts to comb and summarize the budget process during the period of the republic of China, by sorting, inducing, summarizing and analysis of historical data, to analysis the advanced and problems in the process of budget during the period of the republic of China and to perfect the current budget system in China. The budget process of the republic of China, from germination to gradually improve and perfect, occurred in the time background of frequent war and political unrest and financial chaos, in the thought background of fiscal decentralization and in the political background of three to five power politics. The budget process of the republic of China is similar with modern budget process, consists of four stages:Preparation stage, the review stage, implementation stage and supervision stage. In the four stages of the budget process in the Republic of China, which are worthy learning in the Republic of the budget process are the conditions of establishment of the fiscal year and the establishment of specialized agencies to charge budgets, the problem are the tedious, time consuming budgeting processes, and the formality of the budget consideration of the Legislative Yuan of the Republic of China.
