Research On Policy For Promoting Small And Medium Size Enterprise Autonomous Innovation

The small and medium size enterprises are the headspring of one country’sinnovation; they also play an important part on changing technology intoproductivity. Since the reform and opening up of our country, the small and mediumsize enterprises have been improved not only on their sizes but also their mummers,and they are playing the main role of our economy. In2008, the world economy wasinto contraction, mid-small enterprises of Guangdong continue to collapse,especially labor-intensive and low value-added industries based on the processingtrade. Therefore, how to effectively support and promote Guangdong’s mid-smallenterprises to innovate independently and develop in the process of building aninnovative country has attracted wide attention. This paper based on the theory ofinnovation, explained meanings of mid-small enterprises and innovation, analyzethe reason why the government should help the mid-small enterprises, thenexamined existing relative revenue policies of Guangdong, and finally gave somecorresponding suggestions with comparing the difference between China andoversets’ revenue policies.
