The outbreak of the financial crisis In2007has fully exposed the deficiencies ofglobal financial regulatory framework, then G20leaders become the platform ofinternational economic and financial management and responsible for the globalfinancial regulatory reform. Under the initiative of G20, the Basel Committee hasproposed a series of relevant capital and liquidity reform program, and in2010September, after much discussion among the central banks and regulators that from27countries and regions, finally take agreement on the new regulatory standards of "Basel Ⅲ".The new regulatory protocol improve capital instruments and enhance thedefinition of capital, pay more attention to capture the risk adequately, introdue theleverage regulatory standards, establish a provisioning, capital preservation andcounter-cyclical capital regulatory framework, provide a global liquidity standards,take account into systemic risk.In China, combine absorption of foreign regulatory reform experiences with theirown national conditions and characteristics, the regulatory authorities put forward aspecific regulatory framework of new " Basel III", which covers both microprudentialand macroprudential elements, and put forward four regulatory requirements,including capital adequacy ratio, liquidity, leverage ratio and provision for losses.The new regulatory bring certain influence to Chinese commercial banks. In theshort term, the commercial bank seems to satisfy regulatory requirements indexes, butin the long term, due to China’s credit assets will maintain rapid growth, the greatexpansion of the assets make the bank face not only capital supplement pressure butalso the pressure of regulatory leverage. In order to deal with such regulatory reform,Chinese commercial banks must change the mode of growth, promote the strategicrestructuring, vigorously develop intermediary business, constantly replenish capitalsources while reducing the capital-Consumption business, strengthen the developmentof financial innovation that serve the real economy.
