With the boost of western countries’ administrative reform, public service marketmanagement has been the key of the shift of government functions and administrativereforms, since our country’s government affairs level improve rapidly, the governmentand the common people have shed new light on government service items, and putforward higher requirement in the service quality and management method ofgovernment service items.The research evolves on the above background, combined with domestic andoverseas studies on government services, analyze the achievement and problems ofthe government service items of our country, find the key of realizing maximizedeffectiveness of management using law of diminishing marginal benefit rules, anddetermine the strategic choice of government service items by means of SWOTanalysis, so as to construct the tender management model of government service items,consequently realize relatively complete, fair and effective flow management. Themodel is based on legal policies, and carried out through the third bidding agencywith the participative management of experts and the populace, and implementgovernment service’s rights and liabilities, and elevate the service quality.The design objectives and requirements are as follows, finding out the keynoteand the difficult point of the model construction, carrying through the design ofbusiness flow chart and data flow chart, determining the core node of the model;proceeding information processing of the core node with the method of latentsemantic analysis, constructing evaluation data matrix, and carrying on SVDdissociation and analysis. Afterwards combined with the reality, collect data with thehelp of the management information system of international tendering company and the performance reporting system of the central investment project, then the collecteddata should be used in computational analysis with method of SVD and SPSS, thenascertain the feasibility of the model; finally, capitalize on method of PEST,demonstrate the feasibility of the model from political, economic, social and technicaldemonstration perspective.The conclusions are as follows:1. Find out the key of realizing maximizedeffectiveness of management of government service items using law of diminishingmarginal benefit rules, by means of SWOT analysis, made the decision that themanagement of government service items need routing reform and found out thekeynote and the difficult point of reformation and optimization. Put forward theconcept of tender management model government service, the model effectively bringthe mature management mode of tendering and bidding into the government serviceitems, integrated the existing resources, realized the procedure organized andscientific management of government service items in accordance with time nodesand work line.2.Designed the business flow chart and data flow chart of biddingmanagement model of government service items，determined the core node of themodel and launched relevant designs, accomplished the design effort of the tendermanagement model of government service items.3.Analyzed the resonance of corenode of the model using valid information and data, and demonstrated it bycalculating using method of SPSS, finished the data analysis of the model.4. Using themethod of PEST, carried the analysis of the model through macro perspective,ascertained the feasibility of the model in macro-environment, laid a theoreticalfoundation for the application of the model.The study has three main innovation points, first, apply the law of diminishingmarginal benefit rules and SWOT to the analysis of our country’s government serviceitems management, put forward the flow orientation model of government servicemanagement. Second, put forward the concept of tender management model ofgovernment service projects, and proceed with the design and modeling. Third,analyze the feasibility and the adaptability of the model using methods of LSA andSPSS analysis software, then come to a positive conclusion.
