Study On Bid For BOT Road Construction And Contract Management

Road project competitive-bidding system, through the fair and open selection of the contractor, not only guarantees quality, but also reduces cost of the project. But compare with the developed country, the system in China has been started late and needs more improvements. Especially when the private enterprises invest in road project by using BOT system, they encounter lack of experience. Therefore, well developing public bidding of road project and make full use of environment of competition in project contract are of great importance to regulate project contract management, reduce cost, and improve construction management.To take construction project of section Dongsheng to Chahannao of 109 National Road, which developed under using BOT system, as an example in this paper, a system research on the whole bid process has been conducted by using theory of both project and contract management and related regulations, mainly including bid form, organizations, bid and qualification evaluation document editing, bid opening and price determination, reasonable and low cost bidding evaluation method, the role of government playing in project control and management. It was from the study that adva??es and disadvantages were learnt about the invitation for bid and evaluation of bid and new advice and measures was presented accordingly.Based on the case study, it came to the conclusion that: reasonable and low cost bidding evaluation method by using of bill of quantities valuation model was recommended to be adopted in road project developed by using BOT system; and needs to pay more attention to compensation management. During bid document editing, it is important to prevent and avoid compensation, so that the "win the bid at low price" will not lost its meaning because of compensation. It's also important to pay more attention to qualification evaluation. Unbalanceable unit price modification should be emphasized during calculation. Bid quoted price weighing should be determined by feature of project and needs of owner. To solve these problems will contribute to make the private enterprise involve more and increase the ability of road construction, thus to achieve the goals of reducing cost and improving economic performance.
