Along with the development of 30 years of reform and opening-up, and the government’s support for the construction industry, China construction have continued to improve and rapid development. But with the rapid development of construction industry and the further opening of construction market, the competition between enterprises is becoming increasingly fierce, excessive Alt low barriers to entry, industry, foreign builders enter momentum fierce, China’s construction enterprise of the industry in a excessive competition, profit space was seriously extruding, already into a small profit age. How to control the engineering project cost has become the focus of attention of the contractor. Current project cost management in the cost management concept, cost management goal, cost management, cost management content, there are some limitations.This paper is divided into five parts to discuss:Chapter 1:Introduction. This section of this paper are summarized the research background, significance, objective, methods, contents and the existing literature. This paper research background is existing in Chinese engineering project cost management already can not adapt to the need of the enterprise. Through the literature review can be found in the following two aspects. First, Foreign engineering project management category has from the traditional isolated cost control paradigm to integration costs management mode。Relevant engineering project cost form factors, the study in foreign adopt on-the-spot survey or statistical analysis manner. In comparison, the domestic in contents and methods are falling behind.Chapter 2:Theoretical basis. This chapter introduces the theoretical basis, The internal environment and external environment of Construction enterprise. The researchers focused on external environment influence on the enterprise. In fact the enterprise internal environment is also very important. Based on the existing organization theory, this paper systematically analyzed the construction faces organizational environment. Construction enterprises are facing external environment including general environment factors and task environmental factors. Combining the research purpose, Enterprise internal environment factors is including construction ability, purchasing system, market marketing system, organization, rules and regulations, technical and management personnel, capital and knowledge reserve eight aspects.Chapter 3:Study design. This chapter introduces this research method, the object of study, the interview object, data obtained process and situation. This research method is grounded theory. Grounded theory as a kind of scientific qualitative method, in its emergence, development and gradually mature process formed its own some characteristics. Research object is a ZTEJ stock limited company. Interview object is each department employee. This study adopts the depth interviews and each interview time for 60 minutes to 120 minutes between. After the research team has respondents agree with full recording during interview after interview group members, recording material into text material, this also is this data sources.Chapter 4:The application of grounded theory. This section is mainly used to grounded theory coding interview material. Level 1 coding is open coding. First, the interviews is labeled, then the conceptualization and category. Level 2 coding is spindle coding. Based on the paradigm model, the thorough analysis major relation of category and project cost, formed the organizational structure support system, control procedure support system and social relations support system three main categories. Level 3 coding is selective coding. At this level of encoding process author constructs grounded theory-"3S" theory, namely the affect theoretical of organizational practices support system, control procedure support system, social relations support system to engineering project cost.Chapter 5:Study concluded. This section summarizes the theory of construction, the limitations of this study and further research conception. The three subsystems for cost management’s influence is not isolated, they will work together to cost management effect. In addition, three subsystems will influence each other between interior also, a system changes in the environment may cause other system environment changes. The limitation Of paper is that the research data is relatively small. Limited to the authors constructed the theoretical level is limited, the theory fails to bring all the main influence factors including in the theory.Topic of this paper is come from investigation, so it has targeted and practicability. The author collected by rich material through enterprise survey. Then the author read a lot of literature. This study not only has reference value to the domestic engineering project cost management in our country, also has certain theoretical significance of China’s cost management research. This paper mainly include two aspects contributions:Firstly is the innovation of research perspective. The Influence of Organizational Environment on Construction Project Cost Management is lack of deep research. This paper adopts system management thoughts and the organizational environment theory. This article is using on-the-spot investigation to research the cost management.Secondly is the innovation of research methods. Due to the present construction enterprise cost management study in western social cultural background most, can not adapt to China’s national conditions. While most of the domestic study continuation of the western ideas and practices, belongs to the portability research. Therefore management scholars think need the localization of research in, and construct their own theory. This article through long-term on-the-spot interviews, has accumulated rich interview material, application rooted theory, to construct the "3S" theory.Current engineering project cost management study in western social cultural background most, can not adapt to China’s national conditions. While most of the domestic study continuation of the western ideas and practices, belongs to the portability research. Therefore the author thinks engineering project cost management need carry out, and construct the localization of research their theory. Rich original material is come from long-term on-the-spot investigation. The author applied grounded theory constructs the rooted in enterprise "3S" theory.
