Recently, serious imbalance in regional development exists in Chinese economy:there is a significant gap between East and West China, in terms of economic strength, the size of capital and assets, return on investment and a series of socio-economic indicators. Whereas the imbalance in economic development has inevitably brought about imbalances in the distribution of funds, which needs organized transfers by national and regional governments, and which furthermore needs to establish several regional financial centers in China. Through the radiation of these centers and effective use of market forces, capital will be allocated rationally and effectively, thus the gap will be gradually narrowed.This paper firstly reorganizes the representative research achievements from the concept, category, formation modes perspectives and theory of financial centers. Secondly, puts forward a comprehensive evaluation system which mainly bases on the theory of financial ecology and the relevant research achievement of urban financial competitiveness. Thirdly, carries out an analysis of 19 cities as simple through factor analysis and cluster analysis. Finally, according to the results of analysis, this paper gives out the conclusion that Chengdu is the best candidate to establish regional financial center.The innovation of this paper:putting forward a comprehensive evaluation system which mainly bases on the theory of financial ecology and carrying out three-step factor analysis.
