The distilled spirit industry is one of the industries that have a long history, and it is also a industry that restricted by the government. In recent years, there have become more and more brands of distilled spirit and the liquor companies are blooming too. Red wine, beer and imported liquor companies tent to develop their own marketing territories, and the wine market is now in an intensive competition. Sichuan Province is well-known for its distilled spirits industry, which has famous brands such as the Wuliangye, Tuopai, Luzhou Laojiao, Shuijinfang, Jiannanchun, Langjiu and so on. And the first four companies stated above are listed companies. With the adjustment of tax policy and the revenue improvement, the companies of the distilled spirit industry are facing a larger burden of tax. Meanwhile, the Tax Bureau, along with the surveillance of investors, becomes the pressure of these companies. Within the environment of intensive competition and increasing taxes, it is surely meaningful for these distilled spirit industry companies to lower their tax cost and heighten their profit by seeking the proper tax planning.Chapter 1 introduces the background and the meanings of the title of this paper. The study direction and the frame of this paper are also stated in this chapter.Chapter 2 introduces the relating theories on tax planning. By the statements of tax planning’s basic theory, its conception, its purpose and its effects, the author illustrates the possibility and inevitability of tax planning, proposes the purpose system of tax planning to different administrative levels, and explains the specific effects of tax planning, so that the audience can be able to make their first step to the tax planning.Chapter 3 systematically summarizes the business feature and tax situation of liquor companies, reviews the vicissitude of its tax policies, and concludes some experiences of liquor company’s tax planning.Chapter 4 gives a brief introduction of the listed companies of liquor industry within Sichuan Province. It also analyzes the tax policy environment, brings up the tax planning strategies to the three kinds of main taxes, which are the value added tax, the excise tax and income tax, and indicates the relating matters that should be paid attention to.Chapter 5 gives a detailed analysis to liquor company’s tax planning effect towards the taxpayers on economy effect, finance effect and management effect. Aiming at the current revenue system, expropriation management and the quality of tax planning staff, the author proposes the specific means to achieve the taxpayer’s tax planning effect.Chapter 6 analyzes the possible tax planning risks of the liquor companies, which generally display as the planning risk of a single type tax and policy direction risk, and offers the countermeasures to the relating risks. To maintain the sensitivity to the tax policy, it is advisable to keep a good relation to the Revenue Bureau and pay attention to the integration of planning project. Another suggestion is that to adjust the project according to the change of policy and economy activity, and carefully deal with the relation between short term tax-saving effect and long term profit.The innovations of the paper lie in: firstly, it brings up the different administrative levels of tax purpose, which advises the company to balance its partial-to-whole profit and short term-to-long term profit; secondly, it roundly summarizes the vicissitude of the tax policy towards the liquor company, which points out the planning strategies against the three kinds of main taxes of the liquor company.Due to the lack of information and the limitation of the author’s knowledge, when discussing the relating matters, the paper is kind of short of a certain supporting data. Meanwhile, when commencing the discussion of the relating tax planning strategy, the author only analyzes a single type tax and lays particular stress on the value added tax, the excise tax and income tax. However, the company’s frame planning strategy, the company’s organizing period planning strategy and company’s financing-tax planning strategy are hardly referred to. The depth and accuracy of study remains to be strengthened.
