Abstract/Summary:
Assessing and deterring the optimal using the emergency resources of the emergency facilities, in the recent years, is becoming a difficult issues and a must be resolved problem. And also, that, the assessment of facility service capacity applied to the field of emergency, is a kind of support to judge whether the emergency facilities layout is optimized.Based on the establishment and improvement of emergency facilities’ service capacity assessment indicators, this paper, at the same time, containing other two modules, one is the evaluation of the radius of the coverage ability by emergency service, and the other is evaluation of the coverage ability by emergency material. The establishment of this thesis for the indicators be covered by four aspects, they are emergency order system, emergency inventory system, emergency delivery system and emergency command system. And then, this paper will consider the road network system to evaluate the radius of the emergency service coverage ability and consider the classification of materials to evaluate the emergency material coverage ability. As evaluate the radius of the emergency service coverage ability, this paper set up the road network topology by borrowing optimization theory of the maximum flow by networks, BPR model, and sigmoid satisfaction function, using of improved dijkstra algorithm to get our road network system, and finally simulate and assess by the DASH software. As evaluate the emergency material coverage ability. We use the reverse stack time series and improved dijkstra algorithm, and classify the material coverage by the function of gray whitenization weight, and last simulate and assess by the Xpress software.At last, based on the above conclusion, this paper analyzing two problems, those are service ability by a single emergency repository and service ability by the emergency area system.
