| The potential crisis of capacity constraints caused by the impact of emergencies in the logistics service supply chain always exists in an unstable environment. Therefore,an emergency capacity coordination system with risk aversion and capacity enhancement functions should be built, which has important theoretical and practical significance to the sustainable development of LSSC.When a capacity constraint bottleneck appears, the LSSC emergency capacity improvement strategy can improve the responsiveness of the logistics service suppliers to changes in demand, which make the logistics service supply structure more flexibly adapt to changes in customer demand in order to improve the competitiveness of LSSC.Focusing on the capacity constraints caused by outbreak of the Novel Coronavirus Pneumonia(COVID-19)on the LSSC of the transportation and storage of medical protective clothing,a three-level dual-service LSSC emergency capacity coordination model consisting of logistics service providers, logistics service integrators, and enddemand customers is built,By introducing three emergency capacity improvement strategies of service outsourcing, flexible operation, and option pre-purchase,a multiobjective nonlinear programming model with customer satisfaction and operating costs, operating profits, and recovery timeliness are established respectively. The selection of emergency response capacity improvement strategies and the dynamic business continuity operation process in an unstable environment are studied through using the LINGO sequential linear programming method.(1)Based on the scenario of the LSSC capacity constraint caused by emergencies, considering the degree of logistics capacity matching factors,a three-level dual-service LSSC operation system is established.By comparing and analyzing the solution in dicators of two capacity coordination cost models of logistics capacity partly matched and logistics capacity completely matched in a single service cycle,it is found that the coordination of the emergency capacity of the LSSC under the logistics capacity partial matching mode is better than the logistics capacity complete matching mode in an unstable environment, and the sensitivity of the relevant parameters to the model decision indicators is analyzed.(2)Combining the partial matching model of logistics capabilities and considering the factors of provider-integrator cooperation strength,a multi-service cycle loose cooperative and strategic cooperative LSSC emergency capability coordination profit model under uncertain market demand are established, while retaining service outsourcing and flexible operation the option pre-purchase strategy is introduced.By comparising and analyzing the solution indicators of two cooperation modes,it is found that the loose cooperative LSSC is inferior to the strategic cooperative LSSC in response to emergencies, and the influence of related parameters on the model decision indicators is analyzed.(3)Based on the immediacy characteristics of production and consumption synchronization of LSSC,Considering the service meeting average time parameters, operating profit, and customer satisfaction comprehensively,an LSSC emergency response capacity coordination model based on time window constraints are established, and the dynamic business continuity emergency process of LSSC under the condition that the penalty of service lack and service satisfaction average time constitutes a gradient function are discussed, and the sensitivity of model decision indicators to changes in related parameters is analyzed. |
