In order to adaptto the demand change of tourism market, promote the development of China’s tourism industry,nineteen eighties, the National Tourism Administration tourism decided devolution outreachrights, granted some of the local travel agency business, and allow more travel agenciesengaged in international tourism; with the travel regulations, policies, China’s travel agencyindustry oligopoly the monopoly was broken, the travel agency industry has got greatdevelopment. Especially in twenty-first Century, the economy of our country has entered thestage of rapid development, the income of urban and rural dweller rises substantially, andproduced a strong tourism intention; airlines increased flight and charter, the railway sector aswell as a large number of new times Speed-up Passenger travel increased, as tourists arefacilitated; "weekend" system and belt paid leave, let people have more leisure time, canundertake long distance travel, which has greatly promoted our country tourist marketdevelopment and prosperity, for the travel agency to provide a large number of tourists, thetravel agency industry dimensions expands increasingly.Along with tourism, macroscopically environment and tourism market improvement,travel agencies in Shandong province also obtained the considerable development, the benefitsof growth and practitioners are increased, the travel agency can better meet the needs ofdomestic and foreign tourism market which is increasingly thriving tourism demand. 2011,Shandong Province travel agencies achieve 1975, the number of travel agencies ranked first inthe country,and there are12 travel agencies in the country entered the ranks of" top 100 travelagencies in Shandong province"," small, scattered, weak, poor" situation has been improved, but practitioners to form complex, staff quality, overall uneven, of difficulty and personnel input,output frequent situation, but to restrict the comprehensive strength improve of travelagencies in Shandong Province and the possibility of competing with international travelservice .Due to the relatively low social status of travel agency practitioners, the internalmanagement of enterprises is more confused, employees on their own position is not accurate,and the fierce competition in the market, many travel agencies have to focus on the businessand enhance the profits, leading to the unbalance of travel agency talent development .the talentcrisis is becoming more and more serious. This article through to the Shandong Province travelagency in the development process in the face of talent crisis phenomena were analyzed, andthe characteristics and the existing mechanism to undertake study, put forward the constructionof travel agencies in Shandong province talent crisis management mechanism is proposed, fromthe establishment of talent management mechanism, talent input control managementmechanism, talent crisis emergency mechanism as well as the talent outflow aftercare amechanism four respects proceed with, strengthen talent management, curb impede thebottleneck factor of development of travel agencies in Shandong province .The thesis consists of five parts, the first part mainly explains the research background,purpose and significance of this thesis, the research questions and provide theoretical basis andliterature review. On the second part researches on the current situation of the development oftalent crisis of travel agencies in Shandong province, focus on talent crisis characteristics, talentcrisis of five forms were analyzed, and through the graph form of travel agencies in Shandongprovince, illustrates and compares the loss of talent phenomenon and educational structure,hierarchical structure, language structure, age structure, sex structure The third part of the thesisanalyses the talent crisis existence mechanism of in-depth social factors of travel agencies inShandong province, internal factors as well as the travel agency personnel own factor undertookcomprehensive .The fourth part of the thesis based on first three part proposed construction of travel agencies in Shandong province talent crisis management measures, and the use ofMaslow’s" hierarchy of needs " to examine staff multi-level needs, improve travel incentivemechanism; use of Mcclelland’s" iceberg model" theory to understand the potential employees,implicit trait, as the travel agency recruitment providing selection criteria, so as to strengthentalent management. The fifth part is based on a few parts research and summary, in the light ofShandong Province travel agency talent crisis question present situation and countermeasureresearch conclusion.
