Primary Distribution Fair Public Policy Research In Our Country

In2010, the GDP of China was located in the world’s second place and the per capita GDP reached4000us dollars. Our country’s economic development achieved the new leap again. By contrast, the gini coefficient of our nation in2010was still above0.4, which was a dangerous level to trigger unfair distribution. If this bad situation came up, inequality gap and imbalance of economic and social development would follow. In the traditional concepts, most people thought the initial distribution should emphasize efficiency and redistribution pursue justice. So the government can only adjust the fairness of redistribution fields. But in fact the initial distribution should pay attention to the efficiency, but also lay more stress on justice. The initial distribution is the premise and foundation of redistribution. Once the pattern of the initial distribution inequality forms, redistribution can only make local modifications, but the unfair situation will not be able to radically be reversed. Therefore, to ensure the initial distribution justice is the basis of realizing fairness of the whole income distribution.Our government must be properly involved in the first time distribution fields, make in time and implement the effective public policy to adjust income distribution, which will make sure social justice and enhance social public interests.This article first expounded the related theory of the initial distribution justice, and through the measure of the first distribution justice,gini coefficient and the distribution rate, it’s concluded that the present situation of first time distribution in China, that is, distribution is serious unfairness and income has a wide gap. On the basis of these, this paper discusses the significance to realize the first income distribution justice. Then according to the paradigm evolvement of the relationship between fairness and efficiency in the income distribution fields since our nation was founded, that is, from the average allocation of our socialist planned economy period, to the ideas of laying much importance to efficiency but ignore fair after our nation reform and opening, to the thought of paying attention to the income distribution justice since the sixteenth congress of our party. Our country’s initial distribution policy is tranforming from efficiency to fairness. And then this paper made elaborate explantion about the problems in the domain of the initial distribution in recent years in China, including the initial distribution pattern was not reasonable, initial income distribution disordered, the income gap between the urban and rural and region and industry were still too large. Finally, through drawing on and assimilating the beneficial experiences of the northern Europe and Japan in promoting the first time distribution justice, this paper points out the concrete measures of realizing the initial distribution justice in China, which includes improving the two proportion and optimizing the structure of income and distribution, gradually forming fair wage system and establishing and perfecting the profits coordination mechanism between labor and capital owner, governing the rent-seeking corruption and regulating the first distribution order, deepening the reform of monopoly industries and establishing the fair and competitive modern market system, narrowwing the gap between urban and rural areas and gradually realizing the integration of urban and rural area development. These policies try to adjust the initial distribution to achieve reasonable income growth and improve fairness goal, which finally form a true distribution justice and social justice situation.
