A Research Of New-Type Of Rural Social Endowment Insurance Economic Welfare

A new type of rural social endowment insurance (hereinafter referred to as the "New Farming Insurance"), refers to a primary endowment insurance system set up by the governor in order to solve the problem of old-age care rural residents. This system is the government-led, farmers voluntary, and helps the first industry workers establish paygo plus a nominal account since2009. The New farming system is another significant move after the abolition of agricultural tariffs, agricultural straight compensation, the new type of rural cooperative medical care and these related huimin policy. And it is of great significance to safeguard farmers’ basic life, promote rural poverty reduction and gap and maintain the stability of the rural society. At the same time it produces a far-reaching influence to enhance people’s expectation, promote consumption and stimulate domestic demand.The basic principle of the New Farming policy is "the basic security, universal coverage, elastic and sustainable". On one hand, it reflects the characteristics of moderate Pratt&Whitney; on the other hand, many issues are difficult to get a conclusion, such as whether the new fanning can bridge the gap in the real interests configuration, alleviate the pressure of the national endowment; whether it could help people get security expectation and help the old to be taken care of, enhance well-being and happiness for farmers, and ultimately improve the life standard of the old. In this way, we can realize that all the people’s synchronous sharing economic and social development achievements. As one of the basic characteristics of social security, economic welfare indicators can be effective to measure the safeguard valuation of the New Farming policy. Combining with the social security theory and the economic and social developing laws of western welfare states, and from the concept definition of the "welfare","economic welfare (sexual)","social welfare" and."public welfare", and taking the example of the discrimination of43a new farming pilot counties (city, district) in Henan province since2009the first and second batch, we can study China’s current economic welfare problem of the new fanning system in the rapid development. This paper argues that the appearance of the new farming system is the necessity of the development of China’s economy and society. Whether from the point of economic security or from that of social integration, its historical effect is very obvious, but its enhancement is a systematic project, which needs to be carefully attributed the accurate positions. On basis of this, we should unceasingly conform all kinds of power in the systematic level, and avoid the "trap" of various systems. So that in China’s social security system, we can basically realize "preliminary Pratt&Whitney" and then realize "the substantial fairness" as soon as possible.
