| At present, the imbalance of industrial structure has seriously restricted the sustainable development of our country’s economy. On November 10,2015, Xi Jinping, the General Secretary of the CPC and the leader of the CPC Leading Group for Financial and Economic Affairs, proposed "supply-side structural reform" at the eleventh meeting of the Leading Group for Financial and Economic Affairs. Industrial restructure is an important aspect of the supply side reform. In what way, for what kind of purpose and how to adjust the industrial structure become core issues in China.Previous researches promoted the growth of GDP as the core or standard for the industrial structure adjustment and level upgrading. However, the livelihood and well-being of our people do not synchronize with the industrial GDP growth; as a result, our country’s ability of economic sustainable development becomes weak, and even goes into a vicious circle. The ultimate goal of economic development is to improve people’s living standards and well-being. Therefore, it is necessary to change the research thought, from the perspective of welfare to study the benefits of the development of industrial economy. It is a sustainable development path, based on improving welfare level as the starting point and the foothold, improving national welfare as the standard, and researching on our industrial development problems so as to promote the proper industrial layout and upgrading of economy. What’s more, it also accords with the development of people-oriented concept.This paper measured the level of China’s industrial economic welfare, based on the measurement of welfare framework and combined industrial economic welfare (absolute) and economic welfare contribution. Through the analysis of the influence factors of China’s industrial economic welfare and the analysis of the economic effect of the level of industrial economic welfare, this paper aimed to find the inner link between the industrial level and the economic welfare, and finally put forward a theoretical assumption so as to promote the welfare as the standard, to carry on the adjustment and reasonable layout of industrial structure, enhance the level of industrial economic benefits, and thus improve the level of social welfare.Industrial economic welfare refers to the interest expense that can be allocated to individuals directly or indirectly by the monetary unit in a certain period of time (Year as a unit in this paper). Based on the framework of economic welfare measure, this paper started from the connotative definition of industrial economy welfare, constructed China’s industrial welfare accounting model and industry welfare coefficient model which took industry actual labor income, industrial tax revenue, industrial loss cost of environmental pollution, industrial personal wages and welfare coefficient, industrial public tax benefit coefficient, coefficient of industrial employment benefits and of the industrial loss cost of environmental pollution as indexes. This paper analyzed the level of China’s industrial economic welfare by using the data of three industries and typical industries in China since 1993, combining two aspects of the quantity and the contribution of industrial level economic welfare. Researchers have found that since 1993, the level of the second and the third industry economic benefits (absolute) level grows rapidly, but the level of the economic welfare contribution of the industry GDP increases slowly, and the welfare effect of our country’s industrial economic development is not obvious. The fluctuation rule of industrial economic welfare is:China’s tertiary industry (welfare coefficient:0.638) surpassed the second industry (welfare coefficient: 0.626) in 2010, which realized the level upgrading of the industry welfare structure; The fluctuation and variation rule of China’s Industry value structure and industry welfare structure is:the realization of the level upgrading of the industry welfare structure which is earlier than that of the Industry value structure, will play a leading role in the upgrading of Industry value structure.Through analyzing the influence factors of the economic benefits of China’s industry and combining with the strategic choice theory of industrial welfare economy, this paper illustrated the remarkable economic effects of the improvement of industry economic welfare level, and proposed a strategic choice assumption that taking the "national benefits" as the standard and the industrial economic welfare coefficient as the concrete standard, which is not purely based on GDP contribution, more importantly, on national welfare (salary welfare, public tax benefits, and environmental welfare) contribution to upgrading the industrial structure adjustment, and thus promoting the economic benefits of China’s industry level. Finally, this paper summarized the basic conclusions, namely the industry welfare coefficient was a reasonable index to study the level of industrial economic welfare; the level of China’s industrial economic welfare needed to be improved at the present stage; the upgrading of the industry welfare level possessed good economic effect; welfare coefficient standard was a reasonable choice of our country’s adjustment of industrial structure upgrading. It also put forward the policy recommendations, including:vigorously developing high-tech industries, speeding up the adjustment of industrial structure upgrade; improving labor income share, enhancing personal welfare; increasing jobs through various channels, boosting employment welfare; adjusting the tax structure, realizing the coordinated growth of three major industrial welfare; updating the traditional industry production mode, boosting resources environment sustainable development, etc.
