A prominent feature of The Global economic operation is various kinds of regional trade agreements and the WTO, as a representative of the multilateral trading system parallel exists in the world economy system. On one hand, regional trade agreements act as a complement to the multilateral trading system, the multilateral trading system formulated the related provisions laws to regulate countries sign and operate regional trade agreements. The regional trade agreements and the multilateral trading system are compatible. On the other hand, the discriminatory characteristics of regional trade agreements also impact the non-discriminatory principle of multilateral trading system, which is the foundation of the multilateral trading system. Many scholars dedicated to the study the conflict of RTAs and MTS. They believe that we just can choose one between them, but now, the development of the regional trade agreements is reversible. Formulating the measures related to manage the regional trade agreements to operate compliance; coordination under the multilateral trading system is the realistic choice.The object of this article is "Research on Conflict and Coordination Between Multilateral Trade System And Regional Trade Agreements".The main purpose is to research of the specific performance of the contradictions and conflicts between the multilateral trading system and the various kinds of regional trade agreements, and analysis the reason of the big growth of regional trade agreements and the reason of the RTAs deviation from the multilateral trading system. Based on this, we have to find the harmonious operation mechanism to coordinate the development of the economic. Making the two half intersected circle, gradually coordination and compatibility, through the effective management of the multilateral trading system, gradually integrate into the economic globalization circle, promoting the development of the global trade liberalization. Provide a good system environment to global economic growth, and also provide a more relaxed international environment for all the development countries. According to my careful study of the subject, I believe the relationship between the regional trade agreements and the multilateral trading system is competitive, complementary. Firstly, the main conflict between RTAs and MTS is the provision of law. The main aspect of the law conflict is RTAs conflict the foundation of the multilateral trading system, which is the most-favored-nation treatment principle. This aspect is the core of many scholars devote to study. Secondly, the conflict of RTAs’rules of origin and the MTS’rules of global free flow of factors of production; Thirdly, the trade transfer effect of RTAs hinder the maximization of social welfare, weaken the polygon of MTS; Fourthly, there are also conflict on the third countries pay and developing countries between RTAs and MTS. Fifth, the member of the RTAs is also the member of MTS. When the economic confliction happen, the members have to resort to the regional trade agreements or WTO contradiction, this is the jurisdiction conflict. There are various reasons of the conflict. The fundamental reason is trade liberalization range of different system. Promoting coordinated development the main countermeasures to have the following:Firstly, we should pay attention and make full use of the complementary effect of regional trade agreements, promote the development of trade liberalization and the implementation; Secondly, regional trade organization should be actively in free trade, fair trade under the guidance of the target strengthen themselves, as to reduce and the WTO’s multilateral trading system conflict; Thirdly, the WTO’s multilateral trading system should be further perfecting the legal system, strengthen regional trade arrangements reasonable and practical standard and monitoring.
