Research On Risk Management Of Project’s Investors Under BT Project Mode

BT mode is more and more used in China’s infrastructure construction in recent years. However, as a new type of public-private cooperation mode, short time applied, less experienced and relevant laws and regulations is not fully developed, it is apt to cause a variety of risks. Through a comprehensive and systematic exposition of BT mode and intensive research of risk factors, on the investors’point of view, this paper analyzes from three levels, like Project investment and financing risk, construction risk and project buy-back risk to find out the various sources of risks affecting the operation of the BT project. A risk evaluation model is established to evaluate project risks comprehensively, develop practical risk response strategies for different risk sources and make reasonable comments and suggestions. So the risk prevention and control capacity of BT project investors will be enhanced and BT mode will be better applied to our country’s infrastructure. And all will make its due contribution to China’s economic construction.The main innovative points of this paper is that combining with practice application of BT mode in specific projects, a risk assessment model of project investment under BT mode is established through the identification of BT project risks, the determination of risk evaluation and risk index weights. And, a comprehensive assessment of project risks is conducted on the basis of this evaluation model and risk response strategies are proposed. Figure9, Table7, and31references.
