Research On China’s Economic Development Strategy Conversion

Economic development strategy means a country would carry out the overallplanning and policy in a certain period of time in order to achieve established goals.This article had a systematical research on China’s economic development. The articlehas four parts. The first part is about the concept of economic development strategy andits theoretical basis. The second part is to analyze the process of economic developmentstrategy conversion. In this part, the author thinks that China’s economic developmentstrategy conversion can be divided into three stages. The first stage is1949-1978: thepowerful nation and prosperous people: In the early days of the republic, based onChina’s poor economy development and the international conflict between America andthe Soviet Union, in order to change the backwardness of economy and culture as wellas to create a rich, strong and prosperous socialist country, the party’s first generation ofleadership decided to give priority to the development of heavy industry. Since the firstFive-year Plan, China’s national economy had begun to enter industrialized initial stage.In just five years, China had made great achievements in all walks of life. Since thenChina’s modern history has turned a new page. Seeing the positive results of the firstFive-year Plan, our party was anxious for success so they put forward a general linecalled "Going all out to strive for fast, economical socialist construction”. The basicspirit or core is to strive for high speed, adhering to the steel as the key link, whichincreased the imbalance of the national economic. With the deterioration of theinternational situation and internal political turmoil, the party central committee firmlyput forward:“To prepare for the present for the people”. Therefore, the whole countrybegan this stage, which made the imbalance of the national economic more serious. In1976, ten years of the "cultural revolution" was finally over, but the pushy tendency of arush for quick results which had been existing in the economic construction for a long time began to appear again. Someone called it Foreign Great Leap. It was characterizedby large infrastructure investment and blind introduction of a great number of completesets of equipment and project, which caused serious shortage of funds. The second stageis1978-2002: Enriching people and making a powerful nation. Marked by reform andopening-up in1978, China’s industrialization entered a new historical period. Theparty’s second generation of the collective leadership with Deng Xiaoping as the corehad a new exploration in the Chinese characteristic socialism industrialization theoryand practice. They put forward the three-step economic development strategy. Chinahas realized the first two and we are stepping towards the third one. The third stage isfrom2002–so far: Prosperous people and a powerful nation. With the transformationof the economic development strategy, China’s economy has maintained a rapid growth,created a miracle in the history of the world economy and stepped on the socialismmodernization road with the Chinese characteristics as well. This road requires thatChina must use a scientific approach to guide the economic and social development, theattention and the improvement of people’s life. The third part, mainly expounds theprocess of the economic development strategy in America, Japan and India and also theenlightenment from the experience. From the process of the three national economicstrategy conversion, China can see that in order to develop the socialist market economy,China need to combine "the visible hand" and "invisible hand", increase the educationinvestment, develop the education vigorously, cultivate more and more high qualitytalents so as to realize the innovation of science and technology and promote thedevelopment of productive forces. The last part is about the elaboration about thesignificance of China’s economic development strategy conversion: It is because of therequirement in consolidating the ruling party mass base, implementing the scientificoutlook on development and constructing harmonious socialist society.
