Since the reform and opening up, with the fast speed of economic development,people’s living standard has been dramatically raised. Meanwhile, the gap betweenthe rich and poor becomes a problem that can not be ignored. As the resourced-basedcity supply resource for the economic development all over the country, it becomesincreasingly important. The resourced-based city bases their economic on theabundant resources, which bring the city both high speed of economic developmentand problems, and the wider gap between the rich and poor is one of them. As atypical resource-abundant city, Ordos has the same problems. Based on the summaryof previous research and theory, this article firstly analyzes the income situation ofOrdos. The increment speed of income is dramatically slower than that of economic,and the income structure of urban residents differentiate from that of rural residents,and the gap between them become wider. Besides, income gap is also obviousbetween different districts, industries, ownership and groups. Secondly, based on theprevious theory analysis and the practical situation, the factor that cause the incomeproblems has been found out. Thirdly, with some models, it is found that the incomelevel has effect on the consumption, investment and economic. Besides, income cancause many social problems. Lastly, based the former analysis, some policysuggestions are proposed. Hopefully, this could be meaningful to provide against andsolve the present income problems of resourced-abundant cities.
