At present,China's economy was transforming its development mode from high-speed growth stage to high-quality growth stage,optimizing its structure and changing its growth engine.As important supports for national economic development and strategic guarantee bases for energy resources,the transformation and upgrading of industrial structure of resource-based cities has become a major issue affecting the overall situation of the regional economy and the national economic development.There are 262 resource-based cities in China,accounting for 39.9% of the total number of cities.Nearly 79% of them have entered the mature and declining period,most of them are still subject to resource dependence and the severe imbalance of industrial structure is generally seen.In practice,some cities have completed industrial structure transformation under fiscal subsidies and policy support of the government,while most resource-based cities have not succeeded in transformation with economic growth speed lower than national average level.Complicated influence factors,imbalanced transformation,insufficient endogenous power for transformation,and unclear direction of leading industry are difficulties and pain points for resource-based cities and need to be solved in industrial structure transformation and upgrading.This paper takes the transformation and upgrading of the industrial structure of resource-based cities as the research object.Based on its evolution causes and development stages,it makes a systematic and clear exploration on the transformation and upgrading of industrial structure of resource-based cities in China along the main lines of subject,content and object.It constructs the main structure of innovation driven system,improves the dynamic model of innovation driven transformation and upgrading through the positioning of the transformation subject,discusses the selection strategy of transformation and upgrading opportunity and mode based on the analysis of the internal law of industrial structure and its relationship with economic growth,life cycle,regional economy and leading industries,and determines the important position of leading industry selection in the transformation and upgrading of industrial structure by analyzing the key role of leading industry in breaking the lock-in effect of resources,system and technology.2007-2016 panel data of 68 resource-based cities at prefecture level was used for QR analysis of 4 kinds of 8 indicators influencing transformation and upgrading and study of regional heterogeneity and development phase heterogeneity.The study shows that scientific and technological innovation indicators have significant impacts on transformation and upgrading and have regional heterogeneity,reflecting in higher impacts in eastern region that other regions.Development phase heterogeneity shows that scientific and technological innovation has significant impacts on the other three kinds of cities except for declining cities.In addition,other indicators have regional heterogeneity and development phase heterogeneity in different degrees.Transformation effect of resource-based cities has been evaluated with AHP;input-output indicators of 35 departments have been analyzed with DEA.The study shows that selection and input of resource-based cities for leading industry are critical for industrial structure transformation and upgrading.In terms of selection of leading industry,leading industry needs to be selected in consideration of input-output efficiency value from perspectives of industrial development,competitiveness,and efficiency.Innovation of this paper is mainly embodied in the following points:(1)Clearly define three basic factors for industrial structure transformation of resource-based cities for the first time: the subject,object and content;point out that transformation subject should include all interested parties in the definition,especially labors that were usually ignored in previous studies.Which provides a new idea for the systematic research on the transformation and upgrading of the industrial structure of resource-based cities;helps to build a clear theoretical analysis framework to focus the key issues of transformation and upgrading on this basis.(2)Put forward the core position of the “Scientific and Technological Innovation Talents” in the theoretical model for “Innovation-driven Transformation and Upgrading”;focus on designing internal components and structure of innovation system.Improve the theoretical model for “Innovation-driven Transformation and Upgrading”;stress on the importance of accurate configuration;contribute to solving difficult and pain point problems for superficial and blind innovation driving and failure to be focused on power source.(3)An empirical analysis system of quantile regression(QR)analysis was introduced in the paper,which was rarely used in analysing the factors affecting the transformation and upgrading of resource-based cities.It overcomes the limitation of the traditional method,gives the comprehensive information of the explained variables,and reduces the influence of outliers on the estimation results.QR analysis model was used to make comprehensive analysis and heterogeneity analysis of panel data for total sample,regional classification sample and development phase classification sample of resource-based cities.The application of this method was helpful to analyze the core influencing factors and their heterogeneity from multiple dimensions,and provide more stable and effective analysis conclusions for solving complicated problems in the transformation analysis of resource-based cities.
