Whether the vegetable price stabilization mechanism is reasonable and effective, it willdirectly affects the function of vegetable prices, if the vegetables price mechanism is poor, therisks of vegetable market may arise, which affects the development of Beijing’s economic andsocial stability. Soit is particularly significant to establish the Beijing vegetable price stabilization mechanism.In this paper, first of all, it analyzes the evolution of the meaning of the Price Mechanism,defined the concept of Vegetable Price Stabilization Mechanism, the angle of this concept hasthree points: the pricing mechanism, the policy mechanism, circulation economics and the theoryof transaction cost, to explain it from economics perspective, which concludes that Vegetable PriceStabilization Mechanism is a important role to Beijing vegetable market. Followed by research onthe United States and Japan, which are two typical representatives of foreign countries, Shanghaiand Shandong which are two typical domestic representatives, summed up the experience of theiroperation mechanism of vegetable, as a reference, for the Beijing vegetable price stabilizationmechanism designed to provide reference. The Third step is deeply analysis of current situation ofvegetable industry in Beijing, including production, distribution, sales and other links that impacton vegetable prices, on the basis of this analysis on forming mechanism and problems of vegetableprices in Beijing. By collection recent years of statistics data and information of Beijing,construction related models, it finds key factors of effecting Beijing city vegetable pricefluctuations by empirical analysis, under the model conclusions to design Beijing city vegetableprice stability mechanism, to form Beijing city vegetable price of regulation mechanism,specifically, it is from Price Formed Mechanism, Price Running Mechanism and Price WarningMechanism three areas to design the optimization mechanism, and combining with supportingsystem design: economic means, policy means and legal means. Finally, from the perspective ofproduction, distribution and sale to propose the countermeasures and suggestions which promotethe forming and running of the Beijing vegetable price stabilization mechanism, namely: Make sure the supply of vegetables stably, strengthening the monitoring of market information;Increasing investment in science and technology; Improving vegetable production infrastructure;Developing a comprehensive policy; Construction of modern logistics technology and systems;Reduced the connections of circulation and regulate the circulation; Regulating the wholesalevegetable market, optimizing their operation and management mode; Establishing direct point ofvegetables, achieving marketing butt. So as to protect the urban vegetable supply and pricestability in Beijing which has more than20million population, to protect the vital interests of themasses, and ensure the stability in the capital.This article is intended to analysis the formation mechanism of fluctuations in prices ofvegetables in Beijing, explore the key factors which affecting the price of vegetables in Beijingfluctuations, so as for designing the most suitable optimization of vegetable price stabilizationmechanism in Beijing.The innovation of this article is defining the conception of Vegetable Price StabilizationMechanisms which bases on the evolution of Price Mechanism and the circumstances ofvegetables price fluctuation in Beijing; Finding the key factors which effect vegetable pricefluctuations of Beijing by empirical analysis, and through model calculation we arrive thatpopulation and vegetable supplying are the dominant factors, that providing direction to designBeijing Vegetable Price Stabilization Mechanism.
