Human resources planning which predicts and analyses the human resources in terms of quantity, quality, and structure in different period of history, social environment and different development stages is to ensure the human resources requirement in the process of strategy implementation. Planning ensure human resource supply can both to meet the company internal human resource requirement and without the existence of redundant staff which would add unnecessary costs, and can make human resource requirement and supply achieve a dynamic equilibrium in the day-to-day work. Enterprises develop human resources planning not only can improve the utilization of internal human resources, but also can provide an important basis for internal human resource hiring, promotion, and training. This paper with systematic science on thought, summed up the domestic and international researches and the various theories relating to human resources planning, and conducted in-depth analysis of the problems of human resources planning in the present stage, and accordingly proposed a starting point for research that is to build human resource planning model base. The contents and procedures of human resources planning is the basic theory, provides a guideline for the paper constructs a human resources planning model base.Under the guidance of the theory of human resources planning, this paper analyses the characteristics, the impact factors and the process of human resources planning, and determine the principles, the process and the type of model which should be included in the Human Resource Planning Model Base. Based on this, by selecting various types of model construction method, this paper chooses gray prediction method which modeling process is simple, easy to solve, and can reaches high precision, can be tested and modified build the human resource demand forecasting model, and proposed two correction model, Markov correction model and exponential smoothing correction model. Choose Markov chain which has a wide range of application, and by summarized the flow regular pattern of the internal human resources in the past predict the personnel changes in the next period of time, build the internal human resource supply model. Choose maximizing deviations method for multi-indices decisions which can consider the cost factors and there weight of the decision-making, and than sort of them build the human resources supply and demand balance decision model. Human resources requirement gray forecasting model, human resource internal supply Markov predicting model, and the balance between supply and demand of human resources maximizing deviations method for multi-indices decisions sort decision-making model compose of the company human resources planning model base. Based on the model base, the paper takes F ore as a practical application.The main innovation of this paper is that from the content the paper build a human resources planning model base; from the method the paper build a human resources maximizing deviations method for multi-indices decisions sort decision-making model.
