| With the development of economic globalization and the deepening reform of institutions in the investigation and design industry, human resources are becoming more and more important. Especially after China's entry into WTO, the market of investigation and design has gradually been opened, and the competition among these enterprises has become fierce. The competition among the investigation and design enterprises, which are knowledge-based, has to focus on fighting for special and top talents. Faced with double pressure from domestic and international markets, the basic requirement for human resources management is to meet the enterprises' need with talents at the right time, place and number. A detailed scientific human resources plan is an essential tool to guide these enterprises on how to optimize human resources so as to reach their goals.As an investigation and design enterprise integrating scientific research, production and service, Anhui Geotechnical Investigation & Architectural Design Institute has to make a human resources plan in advance so as to fulfill the five-year strategic goal, to gain strength in competition, and to obtain guarantee for human resources. Based on the theoretical study of human resources plan, the paper is, by means of research, statistics and data analysis, intended to analyze the current situation and the problems of human resources management by mainly studying the dynamic and strategic management patterns of the institute's human resources. On this basis, combining quantitative and qualitative methods, the paper makes a predictive analysis of human resources demand and supply, and then makes a design built on the human resources management system as well as relative safety measures upon implementation.Human resources strategic plan is the starting point to fulfill the enterprises' strategic goals. Based on the real situation of enterprises, the paper proposes specific and feasible plans of human resources strategy in order to strengthen the enterprises' capacity of coping with the external market environment, fulfilling optimization of human resources, and enhancing their competitiveness. |
