China’s fixed asset investment is growing with a certain rate each year. But for a long time, its management method is the administrative measures. This often makes project in investment appears on over investment, out of control, etc. All these not only causes huge losses and waste, and greatly reduced the investment returns, but also directly affects our national economy sustained, stable and rapid development.In order to solve this situation, and the fixed assets investment could achieve better returns and social benefits, the research on whole process of cost management of construction projects becomes an important issue at this stage.Control of investment projects should always be run through the whole process of project construction, including decision-making, designing, bidding, constructing and completing phase of project investment. Every stage and link involves costs and expenses, and is inseparable from the project cost control. As the construction project is a very long and invested heavily production process, builders not only limited by time and experience, but also by technological constraints, so builders in the early stages of construction to set up a static Investment control objectives is unscientific. In the project implementation process, how to control the project cost within the approved investment quota, how to correct deviations occur at any time, and how to ensure that the investment objective of the project can be implemented, are the problems we need to research as soon as possible.The main content of this thesis is about how to carry on the whole process project cost control in all stages of project implementation,then to control the total invest limit. In this thesis, we compare project cost management of our country to international cost management, and introduce the management conception of the whole process project cost control. Then, analyze the current of engineering cost management mode, and point out that the development trend of engineering cost management model in our country-the pricing mode of bill of quantities. Finally we expound the method of the whole process project cost control, and propose how to implement the project cost control in the different stages of the project process. In this thesis, through the practical cases and the actual project application, we demonstrate the validity of the proposed method.
