Inclusive growth, as a new theory of economic and social development, aims to allow theoutcome of economic development benefit all regions as well as all peoples. This paper reviewsthe birth and background of inclusive growth theory, introduces the deep connotations of theinclusive growth, expounds the realistic necessity of implementing the inclusive growth ofeconomy, and puts forward the path choice for implement the inclusive growth in Shandong.Inclusive growth is growth that not only creates new economic opportunities but also onethat ensures equal access to the opportunities created for all segments of society including thedisadvantaged and the marginalized. Growth is inclusive when it allows all members of a societyto participate in, and contribute to, the growth process on an equal footing regardless of theirindividual circumstances.The core of inclusive growth is to advocate equality of opportunity,fairness and justice, advocate to make more people enjoy the achievements brought by thereform and open to oversea, and have social vulnerable groups protected. The thoughts ofinclusive growth and the thoughts of“all-round well-off”,“harmonious society”, and“scientificdevelopment”are fundamentally the identical strain.Inclusive growth needs to be measured.Measurement of inclusive growth can be carried out for individual components, e.g.,employment, access to education, access to health facilities, etc.“Inclusive growth”as a kind of growth concept is being more and more attention. people’sunderstanding and reflection on the traditional values of economic growth, has provided anessential ideological foundation to“inclusive growth”formation. And the widely incomedifferential, the extensive economic growth pattern and the disorder of growth values hasconstituted the realistic back-ground of“inclusive growth”proposing.First, corresponding torapid output growth, employment growth has been lower in recent years. Second, in both relativeand absolute terms, the differences in real wages between the bottom and top quintiles of thelabor force in urban areas increased significantly over the last two decades. At the same time,rural–urban differentials in real wages have also widened.While high and sustainable growth areabsolute requirements, the fruits of growth must be shared more equally. It is in this context that inclusive growth with its focus on rapidly expanding opportunities and ensuring equality ofaccess to these opportunities is desirable on both intrinsic and instrumental considerations.Developing Shandong’s rapid growth rates that have contributed to a remarkable decline inthe incidence of poverty have also been accompanied by rising income and expenditureinequalities and persistence of high levels of nonincome inequalities. These inequalities could betraced to various dimensions of unevenness in the growth process. In turn, the unevenness arisesfrom policy factors as well as from structural transformation associated with growth. Further,unevenness arises from constraints to access to public services and inputs. To address thesecauses of inequalities, the paper advocates a strategy of inclusive growth. This strategy rests onthree anchors, i.e., expanding opportunities, broadening access to opportunities, and socialprotection that acts as a safety net and a springboard. Specifically, to promote inclusive growth,we must give priority to the development of human capital in order to practice the inclusivegrowth; strengthening inclusive growth needs to accelerate the equalization of basic publicservices; realizing inclusive growth requires to promote urban-rural integration development;promoting inclusive growth needs to deepen reform of the income distribution system;accelerating inclusive growth requires a constant pursuit of social justice.The thrust of inclusivegrowth is on the positive, emphasizing expanding opportunities and capability enhancement atthe economy wide and household levels.While the adoption of an inclusive growth strategy is a natural evolution in the developmentprocess, the reform agenda required to affect it is complex and ambitious. An enlightened and anactive state will be needed to partner with the civil society in the pursuit of shared prosperity.
