Since the development of the western region,Xinjiang's economy has developed rapidly,the people's living standards have been greatly improved,and the construction of social security and basic implementation has been continuously improved.The total GDP of the region has increased from 149.16 billion yuan in 2001 to 1.0881.96 billion yuan in 2017,and the actual annual growth rate has reached 10.23%.However,the overall development level of Xinjiang is far from the national average,the economic strength is insufficient,and the people's income level is low.At the same time,we also found that Xinjiang still has some problems in economic and social development,mainly in the following: economic structure is irrational,innovation ability is not strong,income gap is large,regional differences are obvious,the poverty population is large,and environmental protection and pollution prevention tasks are arduous..The development concept of “inclusive growth” emphasizes sustainable economic growth,social opportunity fairness,social welfare sharing,especially the protection of vulnerable groups,which undoubtedly provides a good research idea for the development of Xinjiang.To this end,measuring the level of inclusive growth in Xinjiang and identifying short-boards in the process of regional development are of great significance for achieving comprehensive regional development and comprehensively improving people's livelihood and well-being.In order to measure the level of inclusive growth in Xinjiang,the content of this paper is mainly divided into five parts.The first part,introduction,through the review of domestic and foreign literature,combed the relevant concepts and measurement methods of inclusive growth,pointing out the direction for the following research.The second part describes and analyzes the development of inclusive growth in Xinjiang,and describes and analyzes the economic,social and resource environment of Xinjiang from the whole and 14 prefectures.The third and fourth parts are empirical,the measure of the level of inclusive growth in Xinjiang.Combining the characteristics of regional development and the core idea of ??inclusive growth,the index system of Xinjiang's overall and inclusive growth is constructed from the three dimensions of economy,society and resources.On the one hand,the fuzzy comprehensive evaluation method is applied to Xinjiang 2001~2017.The annual inclusive growth level is measured dynamically;on the other hand,cluster analysis and fuzzycomprehensive evaluation are used to measure the inclusive growth level of each state in 2017.The fifth part,conclusions and recommendations.Based on the analysis results,the final conclusions are drawn and relevant recommendations for Xinjiang's inclusive growth are proposed.The main conclusions of the thesis are as follows:(1)From the dynamic overall measurement results,in 2001-2017,the overall level of inclusive growth in Xinjiang showed a gradual upward trend.The inclusiveness of the economic and social dimensions also showed an increasing trend,but the inclusiveness of the resource environment did not show a clear growth trend,and its inclusive growth index showed a significant decline and rising changes.It can be seen that with the continuous development of the economy and society,the level of social opportunity equality and welfare sharing has continuously increased,which has indirectly affected the status of resources and environment.(2)From the static measurement results,in 2017,the overall inclusive state of 14 prefectures in Xinjiang has only reached a state of incompatibility.In the three dimensions,only the inclusiveness of the resource environment has reached a state of basic inclusiveness.Economic and social inclusive aspects are in urgent need of improvement.From the state level,the results of the cluster analysis method and the fuzzy comprehensive evaluation method are relatively consistent,and the overall performance is that the degree of inclusive growth in northern Xinjiang is better than that in southern Xinjiang.In the two dimensions of economy and society,the regional differences are obvious.Except for Urumqi and Karamay,the economic development problems of various states are more serious.The four regions of the four states of southern Xinjiang and the county of Yili are presented.There are more problems.
