In case of the unfulfilled overall planning in early stage, the attenuation of resources oreven a waste of resources, resource-based cities accumulate many contradictions andproblems in the process of urban development, especially reflecting in the economicstructural imbalances, the weak alternative industries development, and the serious damage tothe ecological environment. Further, the unemployment and poverty and also the pressure ofsocial stability maintenance have been increased in some cities. Scientific transformation, notonly the actual needs of the resource-based cities’own development, but also the concretereflection of implementing the Outlook of Scientific Development, is imperative.On the study of Zoucheng, the typical resource-based city, this paper constructs thetheoretical analysis framework and empirical research methods of the resource-based urbaneconomic and social transformation, find internal dynamics and external factors which impactthe economic and social development of the region, arrive at a more scientific and reasonabletransformation orientation through the analysis of the data and logical reasoning.There are still some shortcomings by carding with previous research, such as overmuchresearch on the resource-exhausted cities, unfulfilled research on the resource-based citieswhich still in maturity stage, and also the scarce relevant data. Therefore, this paper focus onanalyzing Zoucheng’s transformation orientation, making the general conclusions as usefullessons for other similar cities in the background of the current development of regionaleconomic co-ordination. Meanwhile, the innovation of this paper is that instead of settingabout the transformation of resource-based cities in the exhausted period, it should bearranged in good season by making full use of the strong financial resources from theresources.
