Of this paper to attempt to resolve the problem，according to localgovernment and the landless peasants in the interests of the game in theland acquisition process，stakeholders in the land acquisition process toconduct a comprehensive analysis to identify the source of disharmony ofinterests between local government and the landless peasants substantive；the contradictions of the largest scale of the local government to pursuetheir own interests and the interests of farmers；in this paper，therelationship of dealing with local government and the peasants，should havea "compatible" does not affect the economic and social development，andestablish set to promote harmonious relations between the management oflandless peasants and local government mechanisms.This article takes the case study method，case study of the author fromd village of N City after the reform and opening up，d village of N City as amicrocosm of the social land acquisition has some representation. The firstpart of this Introduction is to introduce the topics of the background，thedefinition of significance，innovation，parts and related concepts. Thesecond part is a literature review to sort out the relationship between thestate and farmers. The third part is the land system 50-90 years after thereform and opening up the land system，d village of N City and the reformand opening up local government and farmers to analyze their respectiveland interests. Finally，the author co-ordination betweenthe two conflicts，to avoid conflicts of interest in local government andlandless peasants compatibility policy recommendations，the best way is todeal with the contradictions and its local governments and farmers interestsbetween local governments and farmers relationship，to continue tostrengthen and improve the relationship between the farmers，landlesspeasants，power and give better protection to the interests，the continuousimprovement of laws and regulations，and the rights of participation andconsultation to the landless peasants really，and post safeguard mechanismto enable local government and the balance of interests of the landlesspeasants，and to promote the harmonious development of society，to seekcommon development and common progress and common benefit.
