On January 1, 2010, the Sasac formally started to implete the economicvalue added (EVA). It indicates that China’s state-owned enterpriseperformance evaluation entered a new era. EVA was introduced into thecentral enterprise performance evaluation of the interim measures, the sasacwill use EVA to play the baton to state-owned enterprises effect, thus thestate-owned enterprise will enter a value management time .But differentindustries face different living environments. So, the evaluation factors toconsider should be different .when we measure the Enterpriseperformance.As the "industrial food" of state, Iron and steel enterpriseshave shouldered heavy responsibilities.In china,the Average profit marginsof iron and steel enterprises in China is about 3% now,some enterpriseshave not arrive 3%.It notes China’s iron and steel into the meager profit era.Last year, 30% of the Chinese iron and steel enterprises have occurred loss.Iron and steel enterprises of China face the "winter" season. And iron andsteel enterprises how to survive in the harsh environment is that allbusinesses face a major dilemma.This paper, through the introduction of the economic value added inthe miao-yi (EVA) and balanced score card (BSC) two kind of performanceevaluation indexes, and analyzes their advantages and disadvantages, and becombined with the characteristics of the steel industry, constructing a EVAas the strategic target, BSC four dimensions as the means of theperformance evaluation of index system.So, at first , this paper introducesthe meaning , connotation, advantages and disadvantages of the two kinds ofthe perfermance evaluation index ,and analyzes the feasibility of thecombination. Second, of state-owned enterprise performance evaluationindex history review and summarized, the development process of steelenterprises, and the current situation of the performance evaluation indexsystem were discussed, and the existing problems are summarized. Thearticle mainly for steel enterprise feature, the financial dimension, theinternal process dimension, the customer dimension and the learning anddevelopment dimension of four aspects, sure steel enterprise performance evaluation index and the main financial non-financial indicators. Andthrough the analytic hierarchy process in the weight of each index, theindex of enterprise performance of the impact of the quantification. Thisarticle proposes iron and steel group B in 2008, 2009, 2010 years ofperformance in the index system for the design of performance evaluationand proved to EVA as strategic guide cases, steel enterprise performancelevel to improve. At the same time with the design of the performanceevaluation index system to help find out the value of steel enterprise Bdriving factors, which help tailor its development strategy.
