The income distribution is a serious matter concerning people’s direct interests. The more equitable the income distribution is, the more calm people are. It is said that, if things are unfair, people will not be calm; if people are not calm, they will not be satisfied with the current situation; if people are not satisfied, and society cannot achieve harmony. After new China was founded, below the planned economy system that centralizes highly, the equalitarianism liability in income allocation is more serious, and the income gap was very small. But on a deep level, the absolute equalitarianism means inequity, which is contrary to the essence of equity. Since Reform and Opening Up was implemented, our country broke down the distribution system of equalitarianism, implementing the system whereby distribution according to work remains the predominant mode and coexists with various other modes. This system stimulates the creativity in society, people’s living standards improving significantly, wealth of society increasing generally.But along with the development of the market economy in China, as well as the further reform of income distribution system, it is inevitable that several contradictions and problems appear, among which the foremost is widening gap of inhabitant income. About this problem, it is an old one at all times and in all over the world. But nowadays, the widening gap has been the main issue. Therefore, solving this problem properly is a realistic and urgent task.Now, the widening gap of inhabitants’income has some obvious negative influences. In the economic area, it has limited inhabitant’s consumptive demand growth; it restricts the optimization and upgrading of industrial structure, which holds back the transformation of economic development patterns. From the view of social harmony, it weakens socialist beliefs and damages the public trust in government, which is harmful to social harmony and stability. On the subject of values, it leads to the utilitarian value orientation of social members, causing the crisis of recognition of values and prompting the value conflicts much more severe. These are whose negative influences on the mainstream values.From the introspection of the history of the economic and social development and inhabitant’s income distribution, we can get such conclusions:remuneration for work in primary distribution is too low, and the system of secondary distribution is imperfect; the development of social philanthropy is relatively backward, and the social security system is inadequate. All these are the basic factors for the widening gap of income distribution nowadays. On that account, we should seek for effective solutions from three levels:primary distribution, secondary distribution and the third distribution. Concretely speaking, we need to try to raise the proportion of work remuneration in primary distribution, to reform and improve the system of income redistribution greatly; we should develop and expand our social philanthropy actively, and accelerate the reform of the social security system. Based on all above, we can solve the current gap in income distribution, making all people in our country live a happy life.
