With the development of economic globalization, port has an increasingly important role in the transport of goods, by virtue of its large amount of transportation and low cost. At the same time, rail way transport has an important position in the development of the national economy. In the construction of railways and waterways transport, the Ministry of Railways and the Ministry of Transport has already had a series of cooperation, and achieved certain results. Rail transport, sea transport belonging to two different departments, the information between these two sectors cannot be timely communication, which reduces the efficiency of the railways and waterways transport and increases the costs. So many customers do not want to choose these modes of transport. In order to improve the efficiency of the railways and waterways transport, enhance the competitiveness of this model, meet society’s increasing demand for transport, reduce the logistics cost of goods, solve the problem of asymmetric information between the rail and port, this paper mainly discusses the following issues:1. comparative analysis of the technology programs which can be used in the construction of the information platform and made a choice,2. in-depth study of the characteristics of the railway information system and port information system, and analysis the business requirements and information needs in the railway waterway combined transport information platform,3. re-integration of the railway authorities and port business processes with the help of workflow management, business process management theory,4. designed the architecture of the railway waterway combined transport information platform based on the principle of the Web Service,5. Conducted in-depth analysis of priorities and difficulties that may arise in the process of building information platform, such as platform construction, technology, hardware and software and so on. Research on these issues, this article basically analysis the demand for data exchange and architecture of the railway waterway combined transport information platform. Of course, there are a range of issues need to be further explored and analyzed.
