Since reform and opening up, the Pearl River Delta has gradually become an economiczone with the greatest degree of openness in China, and thus it has been regarded as China’smost important window open to the outside world. After the sovereignty return of Hong Kongand Macao, the connection among Guangdong, Hong Kong and Macao is closer and closer.As the waterway transport of Guangdong, Hong Kong and Macao is very convenient, it playsan indispensable role in prospering the economy of this region by fostering the economicdealings, tourism as well as goods and services trade. Accelerating the development ofwaterway transport has risen as a national strategy and become the strategic focus of theconstruction of the comprehensive transportation system. The enacting of <The DevelopmentPlan of Integrated Transport System of Guangdong Province> not only provides a preciousopportunity for all-around construction of waterway transport among Guangdong, HongKong and Macao but also puts forward new and higher requirements for it. Hence, takingadministrative management system reform of Guangdong,Hong Kong and Macao waterwaytransport as the research object, this thesis is of great importance in reacting to <TheDevelopment Plan of Integrated Transport System of Guangdong Province> and improvingwater transportation administrative management system in this region.By using literature method, standardized method and empirical approach, this thesisstudies water transportation administrative management system in this region from the angleof Institution Change Theory. This thesis begin with comprehensive analysis of the changingprocess of the organization system, the power and responsibility relations, the runningmechanism in administrative management in Guangdong, Hong Kong and Macao. Based onthat, the thesis further analyzes the existing problems within its administrative system. Forexample, waterway transport management legislation in mainland and Hong Kong andMacao lags behind; the division of power and responsibility of the transportation departmentsbetween the central authorities and Guangdong province is not reasonable; the running ofWaterway transport administrative operation mechanism is not smooth among Guangdong,Hong Kong and Macao. These problems results from China’s special political background of"one country, two systems", the path dependence of institutional change and hysteresis phenomenon in management ideas as well as in the change of the pattern. In the last part, thisthesis puts forward countermeasures to improve the administrative management system inwaterway transport of Guangdong, Hong Kong and Macao. We should start from enhancingthe laws and regulations system, optimizing the power and responsibility allocation betweenthe central and Guangdong’s transportation departments, and perfecting the administrativeoperation mechanism of water transportation in Hong Kong, Guangdong and Macao. Weshould ensure the normal transportation, exchanges and cooperation among Guangdong,Hong Kong and Macao, grasp the change and development of water transportation marketfrom the macro perspective of government administrative management, improve theefficiency of water transportation resources rational allocation and promote the sustainabledevelopment of water transportation among Guangdong, Hong Kong and Macao.
