Study On Credit Evaluation System Of Construction Contract Enterprises In China

Along with the development of economy in our country, Construction Industry has made much progress. Because of this kind of rapid development, more and more bad behaviors from construction contract enterprises come out, especially for credit problem:bad intention of bid, construction subcontract layer upon layer, poor construction quality, defaulting on migrant workers salary and so on. Theses credit loss behaviors slow the healthy development of construction market, cause a great number of economy loss, and threaten the security of people life and property. Therefore, it is time to build credit evaluation system of construction contract enterprises.The main content of this paper starts from social credit current situation and credit laws, construction contract enterprises credit current situation and credit laws. Introduce the credit evaluation methods and credit characteristics of construction contract enterprises on the basis of credit evaluation theory. Comparison and analyse on the basic situation of construction contract enterprises credit evaluation system from Ministry of Housing and Urban-Rural Development of the People’s Republic of China (MOHURD) Guangzhou, Xiamen and Beijing through the current theory. Put forward some problems during building credit evaluation system from credit legislation, evaluation index, evaluation model and rewards and punishment mechanism:lack of uniform credit supervision platform, lack of uniform credit evaluation index, lack of uniform credit evaluation model, and lack of uniform rewards and punishment mechanism. According to the MOHURD relevant policies and regulations on building construction credit evaluation system, referring to the experience of some cities implementing credit evaluation on construction contract enterprises, perfect construction contract enterprises credit evaluation system by constructing the uniform evaluation index and model. At last, reference to the safeguard measures of credit system in America, formulate the safeguard measures of credit system in order to implement smoothly credit evaluation on construction contract enterprises.
