Highway management department both have the nature of the Institutions and company. And now highway management department section business enterprise nature is not divided, plus of the backward management system, have hindered the development of the highway. This article through investigation and study, found that highway management department’s financial management model is old, have already can’t adapt to the requirements of the development. Financial management system also have to improve. Therefore, in this paper, research how to build highway section of the modern enterprise management mode and advanced financial management system, became a priority goal.This paper used the theory of financial management theory, accounting, management and enterprise management.Through using the method of comparative analysis and the standard analysis, analysis the situation of highway management department of the financial management system and find out problems. Then the paper combining with the domestic and foreign business unit management situation and relevant experience, used for reference and fully absorb advanced financial management ideas, from highway section management organization structure and the budget management, fund management, fixed asset management, financial accounting system, engineering company management system, highway section internal control aspects, optimize the design of a set of the present development and adapt to the financial management system.
