Technology is one of the main elements of the promotion of regional economicgrowth.The advanced and scientific technology is very significan to the sustainabledevelopment of regional economic.Since October 2003, the CPC Central Committeeand State Council issued <Several Opinions on the Implementation of the oldindustrial base of northeast China>, in order to optimize the industrial structure,promote industrial upgrading and regional economic growth, study on the use ofhigh-tech in transforming traditional industry has become a hot spot. As one of the oldindustrial bases, Jilin Province took the important task of revitalizing the industries ofthe Northeast,who brought in and innovated high-tech to optimize industrial structureand promote industrial upgrading. After several years of development,Jilin has alreadyachieved certain results on the use of high-tech to transform traditional industries, butthere are a lot of problems too . Therefore,it is of great significance to evaluate theeffect of use of high-tech,through which we can find the problems exist in the processof transformation ,and then take a scientific and rational suggestions in time in ordernot to waste human ,technology and financial resources that would hinder thetraditional industries to transform and upgrade.By summarizing connotation and definition of high-tech and traditional industries,technological innovation and diffusion theory, the article takes the three leadingndustries (automotive industry, chemical industry and agricultural products processingindustry) of Jilin Province as an entry point, by building up indicator system andapplying analytic hierarchy process and fuzzy evaluation method,to evaluate the effectof the use of high-tech in transforming traditional industries ,which not only provides areference model but is also practical.The article is divided into five parts.In part one, it describs the research background of the use of high technology on transforming traditional industries,research ideas and methods and reviews foreign and domestic research status.In part two, the article describes the meaning of high-tech and traditionalindustries, and clearly defines them.It presents a more detailed explanation of theinternal relations of the high-tech and traditional industries and refresh the theory oftechnological innovation and technology diffusion systematically.In the third part, the current situation and problems of the use of high-tech intransforming traditional industries of Jilin Province has been discussed, mainly on thesituation of three traditional pillars, reforming priorities and the factors that restrictsuch transformation.The fourth part is the focus of the article. By having a clear understanding of theprinciples of evaluation system, the article builts a set of evaluation index system ofhigh technology in transforming traditional industries,combining the characteristics ofhigh-tech and traditional industries .First,take the three leading traditional industries ofJilin Province as examples;Second, apply Analytic Hierarchy Process and Delphimethod (expert survey) to deal with the first-hand information collected throughin-depth business research; Third, draw the weight of the first and the second levelindicators; Fourth, use Fuzzy Analysis Method for the evaluation and analysis. Finallysummarize and analyze the evaluation results.The last part is conclusions and countermeasures section.First, results of theevaluation of high technology in transforming traditional industries are summarized;And then, according to the results, combining with the current situation and constraintsof Jilin province during transforming, draw conclusions and recommendations on howto speed up the transformation by use of high technology.
