China centre government kept increasing the performance assessment and updating the relate standard of performance in the government at all level in recent years. Meanwhile, with the development of domestic circumstance and international low-carbon economy model require the China government have to take more attention on environment and ecological protection, however, in the process of China economic reform, China still in the transaction from high energy consuming to low energy consuming model. Thus, how to increase the model of economic growth and form a new strategy of sustainable development, become the obstacle of regional social economic development and government work.In the following paper, we will utilize qualitative and quantitative double Empirical analysis method; and bring in the model of contribution to analysis the comprehensive competitive strength and comprehensive competitive strength in low-carbon economy model of each district in our province. With the comparison of these two models, the paper is trying to bring the contribution of GDP and low-carbon GDP into the standard of performance in the government at all level, and provide theory guidance for solving the conflict between development and environment protection. In addition, paper also take a example from the experiences of low-carbon economy of foreign counties, and relate to our province to discuss the possible influence of establish an eco-compensation system for local economy.The paper utilizes the different standards to analyze the contribution and the contribution to the development in low-carbon model of each district in our province. By researching, we found developed industrial districts that have more contribution of regional development, nonetheless, if government executive CO2limit row policy or carbon dioxide pay policy, the economy of developed industrial districts will be effected. At the same time, if some districts could get compensations from eco-compensation system, local ecological would bring large economic benefits for those districts. According to author’s research, we recommend Jiangxi government could establish an eco-compensation system, and bring it into the standard of performance in the government at all level, thus Jiangxi province could become a explorers in low-carbon economy model in China.
