For centuries, global warming brings a series of environmental and ecological problems, such as melting glaciers, rising sea levels that can flood coastal regions and regional precipitation, which seriously affect the survival of human living environment and ecology. Global warming is mainly caused by carbon dioxide emissions which is accounted for60%. Therefore, developing low carbon economy is the important way to keep the sustainable development of human economic activities, and studies of low carbon economy has increasingly become the hot topics in the scholars’ study at home and abroad. Focuses on the necessity of developing in low carbon economy argumentation and implementation ways to investigate and study on the relationship between the economic growth and greenhouse gas emissions, the relationship of empirical research between greenhouse gas emissions and economic growth.This selected Shaanxi province as the research area. This paper uses the regression model, Kuznets curve analysis energy the consumption carbon emissions from the dynamic change trend in Shaanxi province, using the analytic hierarchy process, and k-means clustering method, and the theory of "decoupling" theory to explore the difference of district city low carbon economic development, and the forming mechanism of spatial differentiation, and forecast trend of low carbon economy and carbon emissions change in Shaanxi province. This research put forward reasonable suggestions to low to develop carbon economic in Shaanxi province and got the following conclusions:(1) The energy consumption will continue to grow in the future, and the energy structure is adjusting constantly in Shaanxi province.Main energy consumption and the consumption rate in Shaanxi province from1989to2010showed that, coal consumption was the largest, followed by oil consumption and the gas consumption; While the gas consumption growth rate was the largest, followed by oil and coal. The proportion of consumption of oil increased from9.53%in1989to17.12%in2010, gas from0.01%in1989to8.37%in2010, while coal declined from90.47%in1989to74.51%in2010,(2)The carbon emissions growth rate is decreasing gradually in Shanxi Province.Carbon emissions in Shaanxi province presented a growing trend generally with the 8.7%growth rate, which slightly below the average annual growth rate of GDP of Shaanxi province at the same time. The economic growth and the decoupling relationship between carbon emissions and Kuznets curve analysis showed that: Shaanxi provincial carbon emissions heavily affected by economic growth, the trend of carbon growth rate is basically the same with economic growth trend, and the former one was slightly slower than the latter one, which suggested the exist of the carbon emissions lag effect. But the energy growth and carbon emissions growth trend prediction showed that both of them would continue to grow, but the growth rate would reduce. Shaanxi’s economic development was still in a state of high economic growth, high pollution, and high carbon. To conserve energy and reduce emissions, it should pay attention to the adjustment of energy consumption structure and development of renewable energy.(3)The space differences between low carbon economy developments in Shaanxi provinceAccording to low carbon economy development level index evaluation, this paper district divided cities into high carbon zone, a relatively high carbon and low carbon three regions. Then it clustering analyzed them by using k-means clustering method, and got the result:YuLin and WeiNan belonged to high carbon zone, while YanAn, BaoJi, XianYang, YangLing, TongChuan and HanZhong the relatively high carbon, and AnKang, ShangLuo, and Xi’an the low carbon area.(4) The district city low carbon economic development planningAccording to the evaluation results, combined with the specific situation of the district city, Shaanxi province put forward a series of countermeasures of developing low carbon economy. For high carbon in low carbon economy development, the key is to improve the area’s industrial structure, this is a slow process, so the area shall be drawn up in long-term planning, reduce heavy industry ratio, should also improve the partition of ecological environment, increase the ability of carbon sequestration. Relatively high carbon area which involves many downtown, but should adjust measures to local conditions the development of economy, many cities in the area of economic development is relatively backward, so we should develop the economy, the second is more should coordinate the development of secondary industry and tertiary industry growth trend. Low carbon the two cities in southern Shaanxi and xi’an, in such aspects as economic development, industrial structure has a series of big differences, so in the future development, southern Shaanxi focuses on environmental protection, and to develop the economy first; Xian in strengthening as a central city in Shanxi Province at the same time, promote the development of service industry, reduce the development of heavy industry, increase the rate of high-tech level of industry development. Circular economy development can take this mode to develop low carbon economy and coal circulation economy in Shanxi Province, as to give priority to the consumption structure with coal energy.
