The Research On Effective Management Mechanism Of Forest Resources:

Forest resources are indispensable for human development. Forests do not only provide timber resources for economic development, but also provide important ecosystem services, such as soil and water conservation, environmental improvement and tourism. However, in reality management of forest resources is not always effective. Indiscriminate logging and excessive use are frequent, which undermine the sustainability of forest resources. In this context, study on effective management of forest resources is of great significance. Theoretical studies suggest that effective management of forest resources is subject to "background" and management mechanism varies for different backgrounds. For this reason, this paper mainly studies the circumstances in which these mechanisms can be able to run well, in order to provide reference information for the management in other regions.The first three chapters introduce the research purposes, references and related theories. The fourth chapter describes the characteristics and the course development of these three management mechanisms. The fifth, sixth, seventh chapters abstract three different mechanisms according to to the characteristics of each case, and summarizes the applicable conditions of the three mechanisms by analysis of these three mechanisms using game theory, agency theory and incomplete contract theory. At last, get the conclusion. In the case of Jiuzhaigou, its mechanism needs beautiful landscape and the landscape is sensitive to protection. The management agencies have a strong altruistic awareness to exceed the maximum budget, reduce administrative costs and share income with surrounding residents. Corporate governance is normal, Residents have a high awareness to participate in and can supervise management staff effectively to constraint their behavior:In the case of Tangjiahe， the operating results of quantitative evaluation mechanism are influenced by the correlation of assessment indicators, the importance of the contract behavior and external interference. So its scope of application is narrow, which is limited to the condition in which management objectives are simple and clear. The Joint Nutrient mechanism of alternative livelihood is based on the development and management of forest resources, and can bring a certain income to each party. So it have a strong sustainability and a broad scope of application; In addition to correlation of assessment indicators, the importance of the contract behavior and external interference. The Baishuijiang mechanism requires equal bargaining power between residents and administration, so that it is suitable for institution in which administration and villagers have longtime trust or a neutral third party exists. Besides, because the transfer of property rights cannot bring direct income and the property structure flexibility is low, its sustainability is weak and its scope of application is limited.
