Study On Incentive Compatibility Mechanism Under The Conditions Of Land Ownership

This paper believes that,At this stage,our country practices the land system is socialist public ownership,It includes the socialist ownership of the whole people and the collective ownership by the socialist working masses.Its essence consists of three parts,the land belongs to the state;Land is owned by labor collectives;Farmers enjoy the right to use and operate land.On this basis,the three powers reform of 2016 created a new starting point of land reform.The purpose of these reform of land system is to achieve three purposes:First,guaranteeing the national interests;Second,safeguarding the collective interests;Third,the interests of farmers are not violated,thereby ensuring the maximization of the overall interests of the country.In view of this paper,Under the guidance of property rights theory,resource allocation theory,system design theory.Traced back the evolution of land system in China,pointing out the land financial problems,farmers' interests,and the specific problems of land system reform in China.On this basis,Introducing the incentive compatible mechanism design theory,Without changing the current nature of land ownership in China,the theory of " incentive compatibility" mechanism between state,collective and farmers on land issues is designed.Under this constraint,this paper discusses the applicability and possibility of the land incentive compatibility mechanism,and puts forward the implementation stage of incentive compatibility mechanism,especially emphasizes the realization principle of the overall goal and objective of incentive compatibility mechanism.These principles include: to ensure the interests of farmers without affecting the overall objectives;In the absence of long-term interests,to ensure that the interests of farmers are not affected.In order to realize the incentive mechanism,this paper also puts forward some suggestions from perfecting relevant laws and regulations,establishing and perfecting the financial benefit distribution system,and strengthening the guarantee of farmers' rights.This paper introduces the incentive compatibility mechanism design theory ofthe Nobel prize in economics.In a market economy,Design a system arrangement,pursuiting personal interests is consistent with the goal of the collective realization of the collective interests,while meeting the minimization of information cost.According to this design theory,The innovation of this paper is Stressing that,in meeting the overall interests of the state and not changing the nature of land ownership in China,timulating individual interests and collective interests,and ultimately realizing the incentive compatibility of rural land.
