Essentially,Social Security System,which is a system of distribution of economic benefits,is part of Social Economic institution.Given the economics of social security professional attention, for social security policy design and system arrangement, realizing the development path, the perfect offers a wide range of theoretical support.Neoliberalism holds a fierce belief in individual liberty. The principle " I own myself" is the most fundamental premise and foundation in theories of Neoliberalism. This paper begins with the neoliberals’strong demands for restrictions of government powers and strong advocacies on "minimal state", so as to indicate that the most basic moral facts " I own myself" is responsible for the anxiety of Neoliberalism caused by " compulsion" of the government. Then, the principle " I own myself" in Neoliberalism is further interpreted based on John Locke’s interpretation for private property and Self possession. Moreover, liberty, the key category of economic ethics in Neoliberalism, is analyzed on basis of two pairs of categories:economic liberty and political liberty; positive liberty and passive liberty. The views for liberty from representatives of Neoliberalism such as Hayek, Friedman Amartya Sen are also discussed emphatically in this paper. For another, in the works of the neoliberals, the fundamental value of liberty is related to fair viewpoints based on rights, which plays an important role in the studies on social security. Therefore, this paper further explains and analyzes keen viewpoints of Neoliberalism for moral relationships of core values in social security. Lastly, the core ability of a nation to formulate and execute social security and welfare policy is that this nation wins its freedom in the tax collection and financial expenditure. Where is the justice of taxation, as an important ethical being, originated from? Neoliberalism also give their opinions concerning about it.This paper analyzes the economic ethics in Neoliberalism according to the venation mentioned above. Moreover, the following enlightenments can be got in this paper for social security in China. Firstly, social welfare and security system, in final analysis, is to solve the problem of raising and distributing funds in a stable way. The first thing to deal with is meeting for rigid demands such as material aspects of clothing, food, shelter and transportation and physical aspects of childbirth, old age, sickness and funerals, etc. In other words, the right to life should be guaranteed. Secondly, the beneficiaries in the social welfare and security system should be those who really can not work (permanently or temporarily). If not, the social welfare and security system would ruin people who have relations with this system, since paupers would lose abilities to be independent because their independence will fade away due to their abandonments of independent abilities. Under the circumstances, besides the waste of money and unfulfilled expected goals, the end result shows that the moral structure which is a necessity for maintaining a healthy society is eroded. For this reason, the social security level should not be too high. Thirdly, to keep a moderate level in social security system, government finance should invest heavily on investments rather than consumer goods to enlarge employment so as to sharpen "feasible capacity". Suitable privatization can ensure that more individual choices are available to citizens. The for-profit privatized sector can meet increasing needs of flexibilities for people. However, it all depends on whether the government can play the role of the supervisor well in the process of privatization. Fourthly, if the guarantee of social security is regarded as a public-choice process, rigid constraints of the government can take shape and run effectively only when citizens have rights to exit. Citizens should stick to the so-called "constitutional attitude". On the basis of constitution and laws, some supervision system and exit mechanism are formulated to constrain and supervise government’s behaviors rigidly so as to make the running of funds in social security effective.
