In recent years, natural disasters occur frequently. A disaster relief logistics network should be built as soon as possible for delivering and transferring relief commodity after disasters. However, the obvious feature of emergency management and transportation of materials is its uncertainty. On the one hand, it is impossible to estimate the quantity of relief commodity accurately, on the other hand, major nature disasters always destroys local roadways and some logistics node operation is blocked. This random disruption decreases the efficiency of distribution, even makes some logistics node paralyzed. Under this uncertain situation, it is important for the emergency management decision makers to make sure how to build a stable and reliable disaster relief logistics network and make a strong adaptability and adjustability program of relief commodity supply. This paper focuses on both the uncertainty of the demand for relief commodity and the structure of disaster relief logistics network. This paper analyses the operation robustness from the micro-operational level and structure from the macro-structure level.First, in view of uncertainty of demand, a robust operational model of disaster relief logistics network is built from the micro-operational level which used by robust optimization method based on scenario analysis. The result of a numerical example proved that the solution of the model is the most conservative. However, it can ensure the robustness of the operation of the disaster relief logistics network effectively.Second, in view of uncertainty of disaster relief logistics network structure, such as, the roadway is destroyed and the logistics node is blocked. This study explores topology and the evolution mechanism of disaster relief logistics network from the macro-structure level. Then a local-world evolving model with tunable parameters for disaster relief logistics network is proposed, and the statistics of the characteristics of this network are conducted. A new measure of disaster relief logistics network robustness is proposed. Under random disruption, the different topologies of disaster relief logistics network robustness are analyzed. Simulation result shows that the purposes of improving disaster relief logistics network robustness can be achieved by adjusting the distance sensitive parameters and changing the evolution mechanism in the network.This research not only provides some references for scholars, but also helps to analyze the disaster relief logistics network in disaster management.
