Study On Chengdu Telecom Network Maintenance Outsourcing Management

After several rounds of reform and recombination in China Telecom market, the market has totally changed. The major telecom operators become independent market competitors. With the saturated in telecom market, the competition of telecom operators is quickly increasing, so that telecom operators have to focus on market instead of existed technologies. First we need analysis the problems of present conditions, and then put forward the necessary of using outsourcing to solve the problem of the needs in network maintenance. After analysis the Chengdu Telecom Network’s eighteen businesses, I have known the potential and executive force advantage of relative competitors, I find out seven businesses which are fitting for outsourcing maintenance. Combining with the characteristics of telecommunication industry, we should choose several contractors involved in the comprehensive outsourcing model. The choice of providers directly related to the implementation of the outsourcing ultimately performs effect. This thesis bases on AHP outsourcer selection model. At last, after discussing about the implementation process management, such as organization structure, the system process, support security, risk analysis and control, we can establish an effective management framework, and make a brief evaluation about the Chengdu Telecom Network.Studying on the maintenance of Chengdu Telecom Network, Form a complete outsourcing implementation operation mode. Provide a good reference for other Telecom operator.
