At present, China’s rural economic development has entered a new historical stageof development. The phenomenon has excess which is the supply of agriculturalproducts from shortage into the total stage, and the relationship between supply anddemand of agricultural products from the supply-oriented to market demand, and shiftfrom a seller to a buyer’s market. Kinds of agricultural products are difficult to realizethe value of farmers’, and farmer’s income is difficult to enrich.The rural issues must be achieved by the institutional innovation of ruralmanagement system.
