In the modern market economy conditions, financial has become the core of the regional economy, determines determine the speed and efficiency of the regional economic development. When the financial factors are restricted, its economic growth will encounter capital investment shortage and the inefficient allocation of financial resources.Finance is the core of resource-based urban development, extensive and effective credit and financial operation is the fundament of transformation of resource-based urban development based on market-oriented, and is guaranteed to increase capital investment continually and the efficient allocation of financial resources.
