In the1970s, in some developed countries,the theory of social regulation is rising up, with the enactment of large numbers of national social regulatory policies and the development of international trade, the internationalization of social regulation came into being. In essence, the internationalization of social regulation is a kind of global governance which through the interaction of domestic regulatory policies, the goal is to protect public health, safety and health, protect the ecological environment are not to be compromised. But due to the weakening of traditional trade barriers, differences in national economic strength, technological level, national interest, as well as the updating of consumer perception,internationalization of social regulation tends to be instrumentally used. The instrumentally using of international social regulation is to seek political legitimacy, to seek trade protection and to enhance the international status. Japan is China’s largest agricultural exporting country, the introduction of the "positive list" system have an immeasurable impact on China’s agricultural product trades. Based on2002-2010years agricultural exporting data released by the Commerce Department, using the average trend of comparative quantitative analysis, the "Positive List System "of Japan have a tremendous negative effect on China’s agricultural exports. In the long run, it plays an undeniable role in promoting the perfection of China’s social regulation. Fundamentally speaking, the instrumental use of social regulation is the struggle between globalization and anti-globalization of the social sphere. With the development of the instrumentally using of international social regulation, it gradually showing a rise that it will from the microtechnical fine to a systerm, from focuing on manufatured goods to the whole production process, from the case turned to the development trend of the expansion effect. The international coordination of social regulation is the inevitable choice of the globalization of national economic and social develonment. Only when we rationally view the internationalization of social regulation, constantly improve the social regulation of the legal system, encourage technological innovation and industrial upgrading, actively participate in the development of international standards, then we can avoid disadvantages in the social regulation of international tools used in the development of the tide.
