Since the reform and opening up, China's economy has achieved rapid development, in which the enterprises have make a significant contribution in its own being continuously grow and develop. However, the development of enterprises in their own also encountered a number of management issues. Labor relations have been faced by the enterprises to deal with many problems.Overall, China's labor relations have shown a situation of unprecedented complexity. On the one hand ,the regulation of labor relations system which adapts to market-oriented mechanism has basically not been established. There exists a serious imbalance in the balance of power between employers and employees, labor conflicts is increasingly intensified. It laids a serious hidden danger to China's social stability and economic sustainable development. On the other hand, with regard to the protection of workers rights and interests of social regulation has been further strengthened, for example, the promulgation of the Labor Contract Law and so on,it gives new issues to labor relation management of enterprises ,enterprises should deal with labor relations under the the social regulation, and take positive commitment to social responsibility to establish harmonious labor relations, and so respond to social regulation appropriately, then build harmonious labor relations, and ultimately improve their competitiveness.In this paper, on the basis of literature review of the relevant theories at home and abroad, we first study the Western experience in handling labor relations and the formation of labor relations model, and give an overview of the theory of Social Regulation that we depend on and discuss its inherent with the labor relations ,in the process ,we combines the theory of corporate social responsibility.And we then make an comparison of the general characteristics of labor relations in enterprises in market-driven economy and analyze China's characteristics and issues of labor relations from a practical level in the transition period,while trying to build a game between workers and enterprises to illustrate the main reason for labor rights infringement. On this basis, it elaborate the influence of social regulation on labor relations of enterprises, that is, the details of labor relations under the social regulation in practice, and then we make a mechanism model of the social regulation on the workers and enterprises. It discusses some countermeasures in the social regulation of building a harmonious labor relations,it mainly comes from enterprises, government and society , thus building a harmonious labor relations,so we can ultimately realize the fit beteween the goal of economic development of enterprises and social values.
