| Village cadres are a group of special managers under the special system of our country.They are the disseminator and performer of our national policy.30years since the Reform andOpening Up, village cadres work in the first line of rural area and played an irreplaceable rolein rural governance and all kinds of reform and development. However, the real work ofvillage cadres are no method, no idea and without enthusiasm. Their work efficiency is nothigh and the phenomenon is widespread. So the author earnestly studied scientificmanagement and behavioral science principles, use training of village cadres for one-to-onediscussion which hold by our university. Use questionnaire to make a full understanding ofvillage cadres’ current work situation and characteristics. Classify village cadres’ dutybehavior. Subdivide three typical behaviors of village cadres in rural economic management.Use network chart to show the steps and logical relation of each subdivided behavior. Thenmake the standardization of village cadres’ behavior in rural economic management. At last,devise incentive and competition system in order to make village cadres work with the line ofstandard and guarantee the implementation. The problem of village cadres’ behaviorstandardization needs inspection, improvement, innovation and development in the futurepractice.The paper is divided into six chapters:The first chapter is introduction. Introduced the purpose and meaning of the research andreviewed the domestic and foreign research dynamic, then put forward the thinking andmethods of the paper.The second chapter which through the classification of village cadres’ duty behavior,combined with survey information then list three representative behavior of village cadres ineconomic and management. Meanwhile, explain the premise and some theories.Chapter III to V, make further discusses of three typical behaviors of village cadres inrural economic management. The third chapter standardizes the behavior of agriculturalstructure adjustment. The forth chapter standardize the behavior of agricultural productmarketing. The fifth chapter standardizes the behavior of rural labor force non-agriculturalemployment.The sixth chapter discuss the incentive and competition mechanism of village cadres in rural economic and management.
