The Problems And Measures To The Current Adjustment Of Agricultural Industry Structure In Liangzhou District

Liangzhou district, lies in the eastside end of Hexi Corridor of Gansu Province, is a big agriculture area that dominated by farming. As the rapid development of social transformation and marketing economy, traditional agricultural economic structure has already been unable to meet the requirements for modern agricultural development. According to the requirements for key government in Shiyang River basin, the agriculture structure adjustment of Liangzhou district has made certain achievements since we takes measures to develop water-saving agriculture by closing wells, decreasing farmlands, reducing high water consumption agriculture with low benefits and adjusting internal and planting agricultural structure. However, there still exist some problems in the process of adjusting agricultural structure. Therefore, promoting the development of agricultural structure adjustment is an urgent research task that needed to be solved by using perfect mechanism and supporting measures.This paper, based on various agricultural data in Statistical Yearbook of Liangzhou district and questionnaires, discussed the current situation of agricultural structure, the existing problems, the principles and the goal of agricultural structure adjustment, and the measures to adjust agricultural structure systematically by empirical analysis and comparative analysis.Firstly, the paper summarized the general review of domestic and foreign scholars on the adjustment of agricultural structure, and analyzed the current situation of agricultural adjustment of Liangzhou District by data analysis, and then proposed some main problems. 1. Agricultural service system and service level were unable to meet the demand of agricultural adjustment; 2.The planting and breeding structure were unreasonable; 3. The overall development level of agricultural industrialization was low; 4. Mandatory command and follow one’s own inclination both existed; 5. Land transformation number of this area was small and termed to short termed. 6. Agricultural structure adjustment lacked of scientific rationality. 7. Rural informatization construction laged behind, and the farmer was low-educated.Secondly, under the guidance of relevant theoretical content of “Agricultural regional development”, combined with the basic conditions of agricultural development in our region and the actual situation of the current development, this paper put forward a new ideas of agricultural structure adjustment and development. First, the government should develop the grassland agriculture dominated by the alfalfa industry in the northern part beside the desert.. 1. The government should develop the alfalfa pasture and forage processing industry. 2. The government should develop grassland ecological animal husbandry. 3. The farmers develop family farms with planting and breeding. Second, the government should develop comprehensive agriculture in the central oasis. 1. The development of greenhouse cultivation in the outskirt of the town. 2. The development of brewing grape, Chinese wolfberry, red dates,special fruits and forest industry. 3. The development of water-saving agriculture. 4. The government should promote sweet sorghum planting and animal husbandry. Thirdly, the government should conserve water and develop efficient recycling agriculture in the cold cool irrigation district along the south mountain. 1. The development of a solar greenhouse with red grape and ginseng fruit planting. 2. The development of the industry of edible fungi, which was based on the cultivation of double spore mushroom. 3. Returning farmland to forest and grass, and conserving water.Finally, this paper put forward measures of agriculture adjustment of Liangzhou District based on the analysis results. 1. The government should promote the industrialization of agriculture vigorously, and expand the strength of leading enterprises, and develop the rural professional cooperative organizations, and cultivate the market system gradually, and promote the agricultural structure adjustment with market sales. 2. Accelerating the progress of science and technology, and playing an important role in scientific and technological supporting. 3. Improving the quality of agricultural products to meet the needs of market diversification. 4. Changing citizen’mind of getting rich, cultivating new farmers and technological quality of farmers. 5. Innovating institutional mechanisms, deepen the reform of water rights, increasing the intensity of land transfermation, and accelerating the use of rural land system. 6. Expanding the financing channels of rural credit. 7. Strengthen the construction of rural informatization in order to promote agricultural industrialization in rural areas.
