On the other hand, in orderto maximization their own benefits, bus companies must be independent accounting theoperation cost of enterprise to earn more benefits for the development of the enterprise. Theimplementation of low fares will inevitably lead to the losses of the transit enterprise, thegovernment should give subsidies to the policy-related losses. As the information asymmetrybetween enterprise and the government, and the enterprise operation information is hard totransparent, the government is difficult to define enterprise policy losses and business losses.The subsidy is often according to the enterprise operation cost last year and the operating planthis year, determined by consultation of both sides. Because of the lack of clear subsidiesmeasurement method and the evaluation mechanism of the subsidies efficiency, causing thesubsidy increased constantly, and service quality declining vicious circle.First, this paper summarizes the existing calculation methods of the bus financial subsidies;and then based on the analysis of principal-agent relationship between the government andurban bus companies, established synthesis public transport subsidies model on the basis ofthe incentive mechanism; At the same time, established the examination evaluation indexsystem of the bus subsidies rate under the incentive mechanism. Through the establishment ofmodel and evaluation index system in this paper, it can help improve the service quality anddeclare honesty, benefit to reduce the government’s financial pressure and the sustainabledevelopment of the public transportation.
