Tourism is a new sunrise industry. Because of the reform and open policy, our country tourism has achieved remarkable achievement, and the industrial scale has unceasingly expanded, and with its strong correlation driving effects and employment effects, has been paid more attention to all levels of governments. Now the country has more than two-thirds of the provinces, autonomous regions, municipalities directly under the central government and to city and county, will take tourism as the pillar industry or leading industry to locate and cultivation. In December2009, the state council issued a "on speeding up the development of tourism" Suggestions, from national level is put forward to develop the tourism industry of the national economy and people’s strategic mainstay industry more satisfied with the modern service industries.Jingzhou has a long history, culture deeply, full of modern breath the city. Since the reform and opening, jingzhou traditional culture and modern civilization in photograph reflect, economy gradually development, social progress, increasingly become a vibrant and full of opportunity hubei zhongnan important center city. How to speed up the development of jingzhou? Fifty years of practice to give the answer:the gap of the economic development in jingzhou in industry, in the cultural tourism potential. Jing state tourism resources are very rich, as long as in the "industry xing city" strategy, and at the same time, attaches great importance to the development of tourism, strengthen the development of increased tourism industry, tourism will become a pillar industry of jingzhou and important economic growth. But the travel industry jingzhou prefecture still exist many problems, the distance from powerful tourist city goal still have a large gap, how to shorten the gap is related to the urban tourism city and even the whole state of economic and social development of the important topic. Especially in tourist destination around the rapid development of the case, to be successful deal with increasingly fierce competition in the market, jingzhou city tourism must follow the industry development law, comprehensive, science, system analysis of their advantages and disadvantages, to actively respond to external challenges and opportunities.I am on the basis of previous studies, which from the angles of tourism development strengths, weaknesses, opportunities and challenges, to consider how to advance the strategic thinking of the tourism industry. The reason why I focus on using the SWOT method is that the understanding of the internal and external factors in the development of Jingzhou urban cultural tourism industry plays an important role throughout the analysis and understanding of scientific, objective, which will directly determine the reasonableness of Jingzhou urban tourism industry strategy.What’s more, knowing the final outcome will provide a reference basis and reference for the optimization and regulation of Jingzhou urban tourism industry. At the same time, I want to draw the attention of the community for the development of local cultural tourism. This is the significance of this paper. Based on the specific circumstances of the cultural tourism resources and tourism development status of Jingzhou, this paper will analyze the shortcomings existing in the development of tourism, then expound the reasons and the corresponding suggestions.The paper is divided into seven chapters.The first chapter is the introduction. Firstly it briefly introduces the background and significance, and some situation at home and abroad of the research. Secondly it puts forward the main research contents and methods of this paper.The second chapter describes the concepts of cultural tourism products and content in details for the solution of the problem in further. Firstly it introduces the industry’s theoretical basis;secondly it discusses the meaning of cultural industries; and finally it discusses the meaning of cultural tourism and cultural tourism industry.The third chapter analyzes the cultural tourism resources of Jingzhou, so that we know Jingzhou has an extraordinarily rich cultural tourism resources,such as Jingzhou ancient city of cultural resources, cultural resources of the Three Kingdoms, the Chu cultural resources and water management of cultural resources,it promotes the development of cultural tourism industry and provides the objective conditions,followed by a further analysis of Jingzhou about the development of cultural tourism industry,in order to pave the way for further disscusion.The problems of Jingzhou tourism are present under the status of the current cultural tourism industry.The forth chapter is about the development of Jingzhou cultural tourism industry.lt is analyzed by SWOT model.Comparing the advantages and disadvantages exist in the development of cultural tourism industry.Analyzing the opportunities it owns,as well as possible threats.The main advantages of Jingzhou cultural tourism are the location resources and source advantage; Disadvantages are mainly reflected in the lack of a pillar attractions, the city government investment in tourism, not enough resources depth development and heritage protection and maintaining inadequate; Opportunity are reflected in the macro-strategic opportunities,such as "Rise of Central China", the opportunity of "eco-cultural tourism in western Hubei Circle, the launch of the Three Kingdom culture tourist of Hubei Province;Challenge are mainly from the regional tourism challenges of the competitive pressure and travel software and hardware facilities. This is the key of this paper.The fifth chapter specific to the level of cultural tourism products, analyze amply of the city’s cultural tourism product,it concluding culture and tourism of the existing products and the products that to be developed.Finally it highlighted the spatial layout of the Jingzhou city cultural tourism product; As the core of the ancient city of Jingzhou in leisure culture area; As the core of flood control culture of Binjiang green culture area as well as the core of Sha longda Square entertainment and recreational business district.The sixth chapter is on the basis of the previous five chapters,summarize the overall situation, and put forward the cultural tourism industry,the development of Jingzhou,a number of strategies,policies and methods.At the macro and micro level are given their own views.The seventh chapter is the summary of the article. The main points as follows: Jingzhou has a rich cultural and tourism resources, especially as represented by Jingzhou ancient city of cultural resources, cultural resources of the Three Kingdoms, the Chu cultural resources, water and cultural resources, as well as the Jingzhou folk cultural resources.In recent years,the cultural tourism industry of Jingzhou has achieved a rapid development,but there are some problems during the development process.Through the method of the SWOT model to analyze the Jingzhou urban tourism and external environment, we find that the development of the tourism industry in jingzhou prefecture advantages and disadvantages, what’s more its opportunities and challenges co-exist.There are some strategy recommendations to promote Jingzhou Cultural Tourism Industry’s development:make the scientific development planning, highlighting the Jingzhou tourism development advantages; improve the funding system to strengthen the scenic attractions and infrastructure; increase the propaganda promotion efforts,to broaden the introduction of external and internal joint tourism market, etc.
