A Study On The Mechanism Efficiency Improved On Farmland Consolidation Project Under PPP Mode

The farmland consolidation is a crucial solution to ensure food security for the nation, to balance urban and rural development and to promote comprehensive, balanced and sustainable development of economy and society. After barely ten years practicing, the Farmland Consolidation Projects show very positive effects. According to the land departments’ statistics, after the farmland consolidation, the arable land increased1,4346million hectares during the Eleven Five-Year Plan, the total arable land quantity mainly kept the dynamical balance, the infrastructure in rural areas also had been strengthened. However, the Farmland Consolidation Projects still have some defects at present: the top-down mode easily neglects the farmers’ opinions and demands for the project, the unitary investment style of the government departments can not effectively inspire the project implementation and the management subject, the unitary project management style of the government departments can not match the need for the project inspection, it is also hard to keep the project in high quality, the finished project can not sustain benefits for long time and the project also has low efficiency. So, gradually, the PPP mode is applied to the Farmland Consolidation Projects. From the perspective of the project, this paper studies the efficiency improvement of the Farmland Consolidation Projects under the PPP mode and from its effective participation; it ascertains that under PPP mode the Farmland Consolidation Projects are more efficient than that under traditional mode. After doing the studies and analysis, this paper comes up to the main conclusions as follows:(1) With the participation of the investing enterprises, the Farmland Consolidation Projects under PPP mode propose the applications all together with the peasants and the Villagers Committees. This inspires the peasants to take part in projects more active and positive, changes the departure between the investing subjects and the beneficiary objects at present, makes the projects construction change from passive to positive and fundamentally change the passive situation of the farmland consolidation and improve the efficiency of the projects construction. Therefore, in the future Farmland Consolidation Projects, we should extend the PPP mode with the accordance of local situations, use the investors’ advantages during the projects construction and improve the efficiency of the Farmland Consolidation Projects.(2) The Farmland Consolidation Projects under PPP mode take the scale operating after the investing enterprises consolidating farmland and realize the agricultural industrialization development, make the traditional cultivation mode in projects area change to the scale, industrialization and intensification operating mode, improve the agriculture efficiency and increase the peasants incomes, improve the land economy effectiveness and ensure the investment efficiency of the Farmland Consolidation Projects. Therefore, in the future Farmland Consolidation Projects, we should take the scale operating, develop the modern agriculture, and at the same time of ensuring the benefits of investment, we also need to accelerate the local economy development, increase the peasants incomes and realize the balance development between urban and rural.(3) As for the Farmland Consolidation Projects, the PPP mode, comparing with the traditional mode, exists various added value. From constructing and analyzing the four value chains of funds, policies, products and services, technologies and knowledge the Farmland Consolidation Projects under PPP mode, it ascertains that under PPP mode, the Farmland Consolidation Projects have the added value, rather than the traditional mode. On the other hand, this paper states that considering the four core value tasks of the confirmation of investment opportunities, plans and designation of projects, the construction and building of the projects and the operation and inspection of the projects, comparing with traditional mode, the Farmland Consolidation Projects under PPP mode are much more advanced, they can, to more degrees, match all core stakeholders’value demands, can ensure to realize the projects value and after these, they improve the projects efficiency.(4) The participation of different core stakeholders can affect the Farmland Consolidation Projects’efficiency with different degrees. From the route coefficient of the efficiency influenced by all core stakeholders’participation during the prior period and the implementation period of the Farmland Consolidation Projects under PPP mode, it is known that during the prior period and the implementation period of the Farmland Consolidation Projects under PPP mode, the investing enterprises and the villagers committees’ participation extremely affect the efficiency of the Farmland Consolidation Projects, and the peasants’ participation comes to the next. So in the future Farmland Consolidation Projects under PPP mode, we should give play to the advantages of the investing enterprises’ funds, management and technologies, and diversify the manners and contents of the investing enterprises’ participation in projects. And with the relevant laws and bills, we should clarify the investing enterprises’ rights, obligations and interests when they participate in the farmland consolidations. And at last, it will realize the high project efficiency. At the same time, we should especially give play to guiding role of the Villagers Committees in the Farmland Consolidation Projects, take the peasants into good consideration, take good care of the communication and confrontation between the core stakeholders, improve the oversight and management to the project quality, ensure to implement the project smoothly and finally improve the project efficiency. It also needs to inspire the peasants’ enthusiasm to participate in different project stages, give good consideration and respect to peasants’ opinions and demands, expand the scope and depth of the peasants’participation in the Farmland Consolidation Projects under PPP mode and improve the Farmland Consolidation Projects efficiency at last.(5) The different participations of the core stakeholders under these two modes lead to the different efficiencies of PPP mode and the traditional mode, concerning the Farmland Consolidation Projects. And with gap analysis of behavior motivation whereby the core stakeholders of the Farmland Consolidation Projects under two modes, this paper clarifies the value demands and benefit aims of the four major core stakeholders(the land departments, the investing enterprises, the peasants and the Villagers Committees) under two modes, it reveals the efficiency difference of the Farmland Consolidation Projects under two modes and theoretically proves that under PPP mode, the Farmland Consolidation Projects are more efficient than that under traditional mode. Therefore, it should arouse all core stakeholders’ value-oriented participation in the future Farmland Consolidation Projects and rationally divide their rights, obligations and interests. And with the efficient allocation of relevant resources, the transparency of information, the convenient channels for interests demands, the focuses on projects’oversight and management during the implementation, it can balance the satisfaction of all core stakeholders of the projects and improve the efficiency of the projects.
